The Role
The Australian Naval Classification Authority (ANCA) is responsible for establishing, managing and continuously improving a system of Naval Classification (the ANC Framework) to assure the seaworthiness of naval vessels operating in Defence of Australia. ANCA requires an experienced, agile self-starter to support the management of authorised organisations within a regulatory framework.
The ANC Competent Organisation Manager reports to the Deputy Director ANC Rules and Authorities, and manages authorised organisations within a regulatory framework including assessing applications, and providing oversight to ensure ongoing compliance to framework requirements. This position involves completing tasks under broad direction to achieve outcomes within an integrated workforce.
The ANC Competent Organisation Manager undertakes a broad range of Branch activities including but not limited to:
  • Performing complex engineering tasks, and providing technical advice under broad direction,
  • Applying engineering knowledge and experience to identify and manage risks,
  • Building and sustaining positive relationships with team members and external stakeholders,
  • Tailoring communication to suit the intended audience, and
  • Assessing applications from organisations and individuals and evaluating suitability against set criteria.
The additional payment is a Building Defence Capability Payment (BDCP) which enables Defence to provide a premium, in addition to the rate of salary otherwise payable under the Enterprise Agreement (EA) to some or all of the jobs within a critical occupation(s) or discipline within a workplace.
Applicants engaged into a BDCP position must consider the following. BDCPs provide remuneration in addition to the Defence Enterprise Agreement (EA). This arrangement is subject to meeting eligibility criteria and is subject to annual review. Should your performance fall beyond requirements or the eligibility criteria not be met, your eligibility for the BDCP may be reviewed and ceased.
It may also be ceased should you change positions or the requirement for the BDCP is no longer necessary, as determined by Defence. Should the BDCP be ceased you will be advised and your BDCP additional payment will cease.

Establishing, managing and continuously improving a system of naval classification (the ANC Framework) to assure the seaworthiness of naval vessels operating in the defence of Australia.
ANCA has a combination of both an APS and contractor workforce and has engaged a long term Sovereign Industry Partner, Bureau Veritas, to support ANCA work.
Our Ideal Candidate
The role involves a considerable level of stakeholder engagement and working with diverse teams; so will suit someone with proven communication skills and an ability to quickly establish relationships. This includes working collaboratively with other engineering branches, the wider Defence community, and Defence Industry. The ANC Competent Organisation Manager will also need to have the ability to form and maintain relationships with our commercial Sovereign Industry Partner.
The scope of work is quite broad so this position also requires a high degree of flexibility, proven organisational and time management skills, and the ability to adapt to new challenges and shifting priorities.
Previous experience in regulatory areas and/or working in engineering teams is desirable, however, all applicants meeting the mandatory qualification requirements will be considered.
