This is an exciting leadership opportunity to implement the Data Availability and Transparency Act 2022 and establish the DATA Scheme - a new, best practice scheme for sharing Australian Government data. This world class, transformational legislation and scheme is focused on increasing the availability and use of Australian Government data to deliver public benefit – better government services, policies and programs, as well as research and innovation.
The ONDC supports the National Data Commissioner (Commissioner) who is the regulator of the DATA Scheme and provides advice and guidance about its operation to the Minister, scheme participants and others. The Commissioner’s other functions are to deliver education and tools to support best practice data handling and sharing. THE OPPORTUNITY
We are seeking an innovative and collaborative senior executive to lead ONDC’s Strategy and Delivery Branch. You will be responsible for leading teams focused on:
- Developing and implementing strategy for the DATA Scheme as well as governance arrangements for the National Data Commissioner and ONDC.
- Engaging with Australian Government agencies, state and territory governments, Australian universities and others about the DATA Scheme.
- Developing Dataplace, an $11 million digital platform for scheme participants and others to manage data requests and support administration of the DATA Scheme.
- Delivering Data Discovery, a $16.5 million program to make it easier for users to find data. This involves working with Australian Government agencies to develop their data inventories, and creating a searchable Australian Government data catalogue.
- Advising the Minister on the DATA Scheme and related developments and preparing the National Data Commissioner’s annual and other reports.
- Delivering the next suite of Dataplace services (the data user request, data sharing agreement and reporting services), working with the Policy, Regulatory and Legal Branch to ensure Dataplace meets the regulatory needs of the National Data Commissioner, and establishing Dataplace’s ongoing governance and operational arrangements.
- Further strengthening the Australian Government’s data capability by supporting 20 per cent of agencies to build develop and enhance their data inventories.
- Building the Australian Government data catalogue to help users find data and working with state and territory governments to develop a national data catalogue.
