Role Description The Australian Signals Directorate (ASD), is delivering cutting?edge capabilities to Defence through a variety of different programs and projects. To help facilitate this, ASD's Portfolio and Transformation Division has a requirement for Capability Planning Managers.
These roles have a broad range of duties to assist the Capability Planning and broader Portfolio & Transformation Program. Duties include the generation of strong strategic advice regarding the capability portfolio, including advice on Portfolio management, planning, cost models, budget strategies and commercial approaches.
The Capability Planning Manager will work across and within integrated teams, and will interpret business and technical requirements to support the development of solution options and procurement approaches.

Experience building complex costing and pricing models in MS Excel.

Demonstrated experience of the Defence Capability Lifecycle and IIP project planning.

Capability planning, demonstrating strong analytical and problem solving, communications and stakeholder engagement abilities.

Acquisition and project management competencies.

Procurement experience (preferably in a Defence context).

Major Responsibilities: Statement of Suitability Against Major Responsibilities

Lead the implementation and delivery of portfolio, programme and project office services. Undertake and/or provide advice on capability planning, project management and support leading and managing activities to plan, develop and implement projects and systems to meet organisational requirements.

Engage with programs and projects to develop, review, provide advice and/or report on cost models, influence direction, seek input and feedback from stakeholders along the way.

Advise on and contribute to the formulation of budget strategies, procurement strategies, solution options, commercial approaches and tender evaluations, to support production of high quality estimates and the delivery of capability against business requirements.

Lead and manage teams as required, building the team's capabilities through mentoring, training, and driving development of subject matter expertise. Manage large stakeholder groups focused on business outcomes.

Lead and manage program and project financial management, change control and quality reporting, from a Portfolio perspective. Identify portfolio financial risks and opportunities, and provide strategic advice regarding potential mitigations.

Develop capability lifecycle documentation and broader standards/guidance/models to support the Portfolio & Transformation functions.

PROF 6 Leads implementation and delivery of portfolio, programme and project office services. Defines the approach/policy and sets standards for the support provided for managing and monitoring portfolios, programmes, and projects. Manages resources to ensure delivery of effective services/resources in line with current and planned demand. Reviews and improves the delivery portfolio, programme and project office services.
PRMG 5 Takes full responsibility for the definition, approach, facilitation and satisfactory completion of medium-scale projects. Provides effective leadership to the project team. Adopts appropriate project management methods and tools. Manages the change control process and assesses and manages risks. Ensures that realistic project plans are maintained and delivers regular and accurate communication to stakeholders. Ensures project and product quality reviews occur on schedule and according to procedure. Ensures that project deliverables are completed within agreed cost, timescale and resource budgets, and are formally accepted, by appropriate stakeholders. Monitors costs, times, quality and resources used and takes action where performance deviates from agreed tolerances.

SORC 4 Reviews business cases (requirements, potential benefits and options) and determines appropriate procurement routes. e.g., open market or collaborative framework. Using market knowledge to inform specifications, ensures detailed pre-qualification questionnaires and tender invitations are prepared. Collects and collates data to support collaboration and negotiates terms and conditions to reflect the scale of requirements and encourage good performance. Evaluates tenders based on specification and evaluation criteria, prepares acceptance documentation and advises on contracts and service level agreements. Monitors and reports on supplier performance, information security, customer satisfaction, and market intelligence. Investigates, resolves or escalates problems. Implements supplier service improvement actions and programmes.
