The Essential Services Commission (ESC) is an independent economic regulator that exists to promote the long-term interests of Victorian consumers with respect to the price, quality and reliability of Essential Services. Established in 2001 and led by the Chair and three additional commissioners, the ESC's functions include setting prices, enforcing consumer protections, reporting on service standards and market performance across the electricity and gas, water, local government and transport sectors. The Commission also administers and regulates the Victorian Energy Upgrades program. The organisation is currently in a growth phase, including supporting the transformation of the energy sector to achieve net zero emissions through critical programs.
About the role
Commissioners are collectively responsible for the governance, strategy, and statutory decision making for the ESC. Working collaboratively with the Chair, fellow Commissioners and through the Chief Executive Officer, the role is integral in driving an inclusive and active culture. With a strong focus on modern microeconomics, the Commissioner ensures delivery of best practices in regulation including compliance and enforcement, price-setting, reporting and review. The Commissioner models and upholds integrity and builds highly effective relationships, working to support knowledge exchange. Part-time, or with flexibility to be full-time (for the right candidate), the Commissioner works across a fast-paced and robust environment. With a particular emphasis on collaborative leadership, skilled decision making. expert guidance and knowledge sharing, the work of Commissioners aims to improve the effectiveness of regulatory processes to contribute to the social and economic wellbeing of all Victorians.
