About the role:

The Council Operations Manager role is combined with the Municipal Services Supervisor role for our two smallest communities, Gunyangara and Milyakburra, due to small population size of these communities and condensed workload across both functional areas. 

The Council Operations Manager / Municipal Services Supervisor (COM/MSS) is the Community place based officer responsible for managing the day-to-day operations of Council Services. The COM/MSS will demonstrate strong leadership, direction and people management competencies in order to support required Council outcomes and services. Additionally, this role will provide community based support of regionally managed Community Development, Technical and Infrastructure, Corporate, and Governance Services, as well as support community Local Authority and Elected Members (Councillors).

The COM/MSS will also be responsible for delivering effective and quality services, related to waste management, parks and gardens, cemetery maintenance, local road maintenance and various other Council infrastructure works within the community. 

To be successful in this role, you will possess the following:

  • Tertiary qualifications or substantial experience in effective local service delivery, leadership and operations management.
  • Trade or tertiary qualification in a related discipline (i.e. Environmental Management, Mechanic, Horticulture, Road Plant & Machinery Operation, Training) , or substantive industry experience
  • Strong interpersonal skills, including high-level written and oral communication skills. 
  • Facilitation, mediation, negotiation, and managerial skills, with an ability to relate appropriately to staff at all levels in a cross cultural environment. 
  • Ability to work in a team environment and achieve group outcomes. 
  • Previous experience managing people / small teams, with demonstrated ability to effectively mentor, develop, support and motivate staff in a flexible and changing environment.
  • High level office administration skills, including the use of Microsoft Office software (particularly Word, Excel and Outlook) and an ability to learn new software.
  • Demonstrated experience in maintaining a safe working environment and to ensure that all Workplace, Health and Safety regulations are adhered to.
  • Practical experience in road construction, parks and garden maintenance, and/or other civil works.
  • Maintain Council diary information, documentation and file records
  • Must hold a current C Class Drivers Licence with ability to drive manual transmission vehicles
  • Forward thinking and resolution focused attitude. 
  • Excellent work ethic, motivation, enthusiasm and commitment to professionalism.


It would be desirable if you also possessed:

  • Heavy Rigid (HR), Backhoe and Skid Steer Loader license, or the ability to obtain. 
  • Previous experience living and/or working in a remote First Nations community within Australia. 
  • Demonstrated high level of cross-cultural awareness to ensure effective participation in a cross-cultural workplace.
  • Awareness of issues affecting First Nations People in Australia. 

Employees must also be prepare to travel to remote communities via various means, including 4WD vehicles and light aircraft.

Employment with the EARC is subject to a Criminal History Check and the ability to obtain a Working with Children Clearance. Criminal history will not exclude an applicant unless it is relevant to the inherent requirements to their position.

What you'll get in return:

A full time permanent employment receiving a salary of $85,901 before superannuation contributions and locality allowance. You will also benefit from 6 weeks of annual leave with 17.5% leave loading. Housing will be provided in Milyakburra Community. Relocation and repatriation assistance will also be provided to the successful applicant.
