About the team
The Commercialisation Division brings together the department’s policy and program teams working on commercialisation, entrepreneurship and business research. These include the Research & Development Tax Incentive (R&DTI), venture capital and early-stage finance, challenge-based innovation, and responsibility for the Industry Innovation and Science Australia board.
The R&DTI Branch provides advice to government on business R&D policy and delivers, in partnership with the ATO, the R&DTI program. The R&DTI supports Australian companies to boost investment in eligible R&D by reducing the cost of investment through a tax offset, which in turn aims to boost Australia’s economic competitiveness, jobs and growth. The R&DTI is a key pillar of Australia’s innovation and R&D policy ecosystem, supporting more than 12,000 companies to invest in R&D each year, at a cost of $2.7 billion per annum on average in tax revenue foregone. The branch encompasses a number of highly collaborative teams working together to provide holistic business R&D advice to government and ensure the effective and efficient administration of the R&DTI program. The branch provides outstanding opportunities to gain skills across policy development and advice, data intelligence and insights, communications and stakeholder engagement, governance, operations and administrative review, and work with innovative Australian businesses.
The Data Intelligence & Insights Team in the R&DTI Branch is responsible for the collation and analysis of all R&DTI program data to generate policy insights, assess compliance risk, monitor program performance, and improve customer service outcomes.
The team draws together data from the Department of Industry, Science and Resources (DISR), the Australian Bureau of Statistics (ABS) and the Australian Taxation Office (ATO) to understand business R&D and how it contributes to innovation, jobs and growth. It also identifies opportunities to apply machine learning and other state-of-the art data science techniques to better leverage R&DTI program data to enhance program administration.
Data Intelligence and Insights staff exercise expertise in data manipulation and analysis, interpretation and illustration, and provision of advice to inform management and policy decision making.
The opportunity
The R&DTI Branch is seeking multiple data analysts / data scientists at the APS6 level who will apply state-of-the-art machine-learning and data analysis techniques (e.g. machine-learning) to the R&DTI program’s substantial data holdings. This data-driven analysis will generate policy insights, monitor program performance, assess compliance risk and enhance program administration.

Our ideal candidate
Our ideal candidate will have a background in data science, data analysis, business intelligence, econometrics, or statistics. They will possess some or all of the following:
Proficiency in at least one of the following data analysis tools / languages: Python, R, PowerBI / DAX, SQL.
The ability to present, in written or verbal form, data-driven analysis to non-technical senior executive stakeholders.
The ability to work with stakeholders to understand their analysis needs and co-design custom data analysis projects.
A drive to spot opportunities for using cutting-edge data analysis techniques to inform policy, automate work and enhance administrative processes and decision-making.
They would also ideally:
Have a passion for working within a diverse, high performing and inclusive team.

Collaborate and facilitate cooperation and partnerships to deliver.

Eligibility
To be eligible for employment in the APS and the department, candidates must be Australian Citizens.
Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.
