Division Responsibilities
The Home and Residential Division is responsible for managing policy, program and funding
matters relating to the Home Care Packages (HCP) Program, Commonwealth Home Support
Programme and residential aged care. This includes key reform work, central to the
Government’s priority to improve aged care services.
Branch Responsibilities
The Home Care and Assessments Branch manages policy and operational aspects of the
HCP Program, ensuring senior Australians have access to high quality home care services.
In 2022-23, the HCP Program is estimated to spend $6.5 billion and provide HCPs to more
than 250,000 senior Australians. The Branch also contributes to the home care reform
agenda which involves working closely with care recipients, carers, providers and other
government agencies.
The Branch is also responsible for providing critical operational guidance to the assessment
workforce (people assessing the care needs of older Australians) to drive improvements in
assessment performance and quality. In 2022-23, more than 450,000 people are expected
to be assessed for aged care services.
Section Responsibilities
Home Care Operations
Is responsible for the continuous operational improvement of the HCP Program, whilst
improving the sector’s understanding of the Program’s legislative framework. This includes:
- Ministerial correspondence, enquiries, complaints, escalations and Ombudsman
- Stakeholder engagement and secretariat work for stakeholder engagement meetings
- Program risk management and provider monitoring
- Data remediation of care recipient records
- Support and triage for home care recipients in vulnerable situations, and
- Development and maintenance of home care operational manuals for service
Home Care Policy
Is responsible for ongoing policy development and implementation for the HCP Program.
This includes:
- Improvements to the transparency and comparability of home care pricing
- Home care governance
- Budget and MYEFO measures, and
- Support to in-home aged care reform.

Assessment Delivery
Supports effective access to aged care assessments for older people through proactive
program, contract and quality management of the Aged Care Assessment Program and the
Regional Assessment Service. This includes:
- Critical operational policy and program guidance to assessors
- Program advice for assessment delivery across Australia
- Implementation of initiatives to drive improvements in assessment quality and
- Program payments, novations and variations, and
- Effective liaison and communication with the assessment workforce.
Monitoring and Analysis
Tracks, analyses and reports on key aged care performance indicators to inform policy
decision making and provide transparency to the aged care sector on performance. This
includes:
- Analysing how key HCP Program and assessment indicators are performing and
- Using data to drive innovation, inform reform of in-home aged care and improve
- Delivering reports for external stakeholders including assessors and service
Key Responsibilities
Key responsibilities are centred on stakeholder and relationship management, written
communication, policy development and program management. Responsibilities for this
position may include:
- Drafting briefing papers, speeches, ministerial correspondence and discussion
- Providing policy advice, ensuring consistency with legislative frameworks and future
- Assisting the development of evidence-based policy documents for review and
publication
- Developing plans and objectives for tasks of the work area and contributing to
strategic planning for longer-term initiatives
- Organising meetings, preparing agendas and papers, recording actions and
circulating outcomes
- Data remediation
- Providing advice and support for procurement activities, invoice payments, etc., and
- Actively contributing to a positive, inclusive and supportive team culture.

Opportunities through this recruitment process exist in multiple sections. The Branch is

Successful candidates should be able to demonstrate the capabilities and behaviours

Ministers, senior executive and departmental committees,

concise way, and
