Primary Objective
The Deputy Commissioner provides strategic executive leadership of the workforce and the delivery of community-based services including
community safety and crime prevention; general policing, crime detection, investigation and prosecution and road safety services across multiple
geographical locations.
Context statement
The cultural and geographic diversity, size and complexity of the Northern Territory is both a challenge and an opportunity in the delivery of fit-
for-purpose government policy and services. Around 30% of the Territory population are Aboriginal people, and around 70% of these live in
regional and remote locations, with English as a second or third language, and where economic and labour marker opportunities are limited. This
means that the Territory is very different to the rest of Australia, culturally, socially and economically.
The role of the Deputy Commissioner is to deliver the strategic intent of the Commissioners vision, aligned with creating an agile and contemporary
workforce. This will require a significant body of change management and industrial engagement to achieve this vision.
Capabilities for this role

Key duties and responsibilities
1. Provide high level executive leadership to the policing service to ensure it achieves its objective including setting strategic and operational
direction, ensuring the appropriate mix of operational policing skills, talent and passion exist and is available to deliver policing goals,
strategises, actions and initiatives.
2. Provide strategic and complex policy advice to Government on policing including preparing and presenting highly complex documentation to
inform evidence-based decision making.
3. Develop and manage complex stakeholder relationships at a National and local level to deliver on organisational objectives including productive
community engagement to ensure effective service delivery.
4. Provide high level monitoring and reporting to initiate and implement innovative continuous improvement of policies, programs and procedures
and a high-level customer service focused organisation performance.
5. Contributing at a high level as part of NTPF Executive, to assist in setting the strategic direction of the Agency, so it is able to continually
improve its organisational and operational performance on a range of qualitative and quantitative indicators.
6. Provide leadership on the delivery of safe, health and compliant policing services in accordance with statutory and legislative obligations.
Selection criteria
Essential
1. Demonstrated outstanding leadership in a complex policing environment focused on a customer centred approach, collaborative teamwork
and partnerships.
2. Demonstrated experience in regards to leadership of people, particularly in relation to inspiring, motivating and mentoring.
3. Demonstrated ability to establish strategic direction on policing in response to complex issues and influence outcomes consistent with such
direction through empowerment of others and ownership for outcomes.
4. Demonstrated record of high-level achievement and commitment to continuous improvement, innovation and growth in policing through
analysis and problem solving.
5. Demonstrated ability to communicate with influence across stakeholders and to negotiate persuasively.
6. Demonstrated insight about all facets of policing as they apply to the Northern Territory including remote service delivery and community
engagement.
7. Demonstrated commitment and understanding of equity and diversity, and occupational health, safety and welfare for members.
8. A highly developed capability to work collaboratively with the Commissioner, other senior executive staff and police staff to support the
implementation of the Government policies and priorities for law and order.
9. Hold a NV2 Security clearance or have the ability to obtain one as a priority.
Desirable
1. Relevant tertiary qualifications.
