BELLINGHAM, MASSACHUSETTS

POSITION SUMMARY:

The Director of English Language Education plans, develops, implements, and evaluates English learners’ programs (ELs) across our Bellingham schools. The Director provides training to ESL staff, general education staff, and administrators; monitors program compliance; provides curricular resources to teachers and staff; provides consultation and support to administrators and staff in the area for English Learners and related supports; other related functions as directed.

DUTIES AND RESPONSIBILITIES:

  • Plan, supervise, and coordinate the Bellingham Public Schools’ PreK-12 ELE program.
  • Develop, supervise, and evaluate ESL teachers.
  • Lead curriculum development, promote innovative instructional practices, and coordinate teaching/learning activities for elementary and secondary ELE programs.
  • Set goals and benchmarks for student learning outcomes and ensure accountability.
  • Collaborate with directors and administrators to articulate curriculum objectives between regular education and ELE programs.
  • Assist teachers in providing appropriate coursework for EL/Bilingual students through curriculum modification, acceleration, etc.
  • Provide resources and materials to support program goals.
  • Oversee teacher training for SEI Endorsements required for licensure.
  • Manage translation and interpretation services, ensuring compliance with state and federal requirements.
  • Develop and oversee teacher training in WIDA initiatives.
  • Procure supplies and instructional materials for program implementation.
  • Coordinate ELE-related assessments district-wide.
  • Coordinate the administration of the state-mandated ACCESS language assessment.
  • Analyze and enter data for English Language Learners.
  • Monitor distribution of bilingual dictionaries for EL and FEL students during MCAS administration.
  • Oversee annual reclassification of EL students and monitoring of FEL students post-exit.
  • Conduct and coordinate initial English language proficiency screenings
  • Manage the district’s Title III grant.
  • Maintain ELE program website and newsletter
  • Coordinate and plan ELE school community events
  • Assist principals in developing instructional schedules and class compositions for EL students.
  • Manage registrations of new EL students, ensuring accurate documentation for state reporting and scheduling.
  • Regularly visit schools and programs under supervision.
  • Compile, maintain, and submit necessary reports to the superintendent or designee.
  • Perform other duties as assigned by the Superintendent of Schools or Assistant Superintendent of Curriculum & Instruction.

SKILLS/ABILITY:

  • Bilingual in Portuguese or Spanish preferred.
  • Strong district lens regarding ELE and curriculum.
  • Working knowledge of the MA State Standards, WIDA, and RETELL.
  • Strong knowledge of the Massachusetts Comprehensive Assessment System (MCAS) and ACCESS.
  • Strong organizational and communication skills.
  • Exceptional interpersonal skills with students, parents, and colleagues.

CERTIFICATES, LICENSES and/or DEGREE REQUIREMENTS:

  • Must hold DESE Licensure in ESL and SEI Endorsement
  • Must hold DESE Licensure as Supervisor/Director and/or SEI Administrator Endorsement
  • A master’s degree from an accredited college or university.
  • At least five years of successful classroom teaching experience.

CLASSIFICATION: Singleton

PHYSICAL WORKING CONDITIONS:

  • Must be able to remain in a stationary position 50% of the time.
  • This job operates in a professional office environment and routinely uses standard office equipment.
  • This job required travel to/from all school buildings on an as needed basis.

Salary Range: $75,000 - $85,000 

REPORTS TO: Assistant Superintendent of Curriculum & Instruction

SUPERVISORY RESPONSIBILITIES: ESL Teachers
