Job description

Position Overview
The position of Assistant Director Property & Projects is responsible to the Director Property & Procurement for delivering the FCA Entity’s national property management initiatives. The purpose of the role is to ensure the FCA Entity develops and applies policies, procedures and practices that are aligned with its Corporate Plan and are consistent with Commonwealth legislation and Australian property industry standards.

The position will also deliver the Entity's national property and accommodation initiative with respect to the project management of building construction, fit out alterations and relocations as required (Entity’s property related capital works program).

Major Activities
The Assistant Director Property & Projects is responsible for leading the facilities management and project team across Australia to deliver the following outcomes:

Providing assistance to the Director Property & Procurement in the provision of strategic property, facilities and accommodation advice in the development, implementation, and maintenance of policy and procedures.
Participate in the development, implementation, and maintenance of policy, systems and procedures for the property and facilities management activities of the FCA Entity.
Managing contractors, consultants and other property industry professionals in the provision of service to the FCA Entity, and developing, implementing and maintaining policies and procedures including environmental management and WHS.
Project management of building construction, fit out alterations and relocations including related contracts as required for the delivery of the Entity’s national capital works program.
Consulting, negotiating and networking with senior managers, the judiciary and general staff of the organisation, and externally with property professionals, consultants and other government agencies on property and accommodation matters.
Preparation of project briefs for architects and services consultants.

Competencies & Attributes
The person for this role will have demonstrated experience in project and contract management within the Commonwealth arena including experience in development and coordination of construction and fit-out projects.

They will have a sound appreciation of Commonwealth legislation and policy and industry standards relating to property matters and property management, together with a knowledge of Commonwealth procurement policies and property management framework.
They will have had experience in the management of outsourced property management service contracts with a strong focus on client service and customer management.

Personally, they will be an effective communicator and negotiator with the proven ability to support other members of the Property team and educate others within the organisation. They will be achievement oriented, well disciplined and task focussed, with an ability to manage competing priorities whilst maintaining high work standards and meeting deadlines.

Formal Qualifications
Degree or extensive senior level experience in a relevant field e.g. Property/Facilities Management/Project Management.

1. Experience and understanding of Property and Facilities Management incorporating:
a. Property management;
b. Project management;
c. Coordination of property related professional disciplines;
d. Contract management; and
e. Knowledge and appreciation of the Commonwealth's environmental management policies.
2. Demonstrated sense of timeliness and an ability to balance competing priorities, maintain high work standards and meet deadlines.
3. Demonstrated client service background and the ability to develop strong relationships with internal and external stakeholders.
4. Well developed written and oral communication skills, including negotiation and representational skills, together with an ability to prepare comprehensive business cases, technical reports and briefing material.
5. An appreciation of, and a proven ability to participate in, an accrual accounting and Government budgetary environment.
6. Demonstrated experience in managing a small team of staff.
7. Strong knowledge of and commitment to the principles of industrial democracy, equal employment opportunity, work health and safety, and privacy.
