Primary objective
Provide high level strategic direction and leadership to the Housing Property Services team to ensure systems and arrangements
are in place for the provision of repairs and maintenance to remote and urban Public Housing, Government Employee Housing and
other Government endorsed housing.
Context statement
The Housing Program Office is responsible for delivering urban and remote housing programs throughout the Territory primarily
through the capital works program. To support the longevity of homes the Housing Program Office is also responsible for ensuring
homes are maintained to an agreeable standard through the provision of Repairs and Maintenance and Minor New Works
programs.
Key duties and responsibilities
1. Provide strategic direction and leadership to the Housing Property Services team to ensure suitable arrangements are in place
for the provision of housing repairs and maintenance and minor new works, within budget.
2. Drive a culture of achievement and accountability improving the effectiveness and efficiency of client focussed delivery.
3. Provide expert advice and information to stakeholders on emerging project issues and present recommendations to support
project delivery in line with established plans, budgets, timeframes, policy objectives and other project priorities.
4. Engage with key industry and community stakeholders, establishing strong and robust working relationships that will ensure
program objectives are met.
5. Provide strategic direction on the development and implementation of innovative and cost effective policies, strategies and
actions to optimise the Department’s ability to achieve objectives against business plans.
6. Plan and lead innovation, projects and negotiations relating to the delivery of programs.
7. Provide input to the preparation of budgets for the business unit, scoping documents and reports on program delivery with
forward planning focus.
8. Provide strong leadership in procurement and contract administration, developing skills and expertise within the team.
Selection criteria
Essential
1. Proven executive level experience in providing contemporary leadership with a demonstrable history of achievement.
2. Significant experience in initiating, developing and implementing solutions for complex delivery systems in challenging
environments, ideally with housing repairs and maintenance.
3. Proven high level experience in program management, procurement and strategic business planning for a highly specialised
and complex environment.
4. Exceptional collaborative skills with a demonstrated ability to establish and sustain productive working relationships and
strategic alliances with key stakeholders within government, industry, local communities and in particular with Aboriginal
Territorians.
5. Demonstrated high level of political awareness, sensitivities, judgement and whole of government perspective to successfully
deliver public and social housing solutions.
Desirable
1. Tertiary Qualifications in a related discipline such project management, engineering, economics and/or business.
2. Post-graduate qualifications in Management, Leadership Public Administration or similar.
