Primary objective
Provide strategic financial advice, reports, technical accounting analysis, and policy development to deliver timely accounting
services and facilitate the agency achieve its corporate objectives.
Key duties and responsibilities
1. Provide strategic advice and implement solutions to identified policy issues impacting the efficiency and effectiveness
of the agency’s financial management and reporting strategies, obligations and processes.
2. Provide research, analysis and advice on the interpretation and application of Australian Accounting Standards, the
Financial Management Act and taxation legislation.
3. Maintain the integrity and accuracy of financial systems data with regular general ledger reconciliation monitoring.
4. Prepare financial reports, including annual financial statements and Parliamentary Estimate Committee briefs, and
provide financial accounting services to achieve compliance with accounting, legislation and statutory taxation
requirements.
5. Develop and maintain strong, effective relationships with internal staff, Department of Treasury and Finance,
Department of Corporate and Digital Development, and other Government agencies in relation to financial reporting
and compliance matters.
6. Provide supervision, guidance, and support to a team to ensure financial services are delivered effectively and efficiently
in accordance with client needs and legislative requirements.
Selection criteria
Essential
1. Comprehensive public finance, accounting and taxation related knowledge with proven practical experience in the
interpretation and application of Australian Accounting Standards, Financial Management Act , taxation legislation and
procedures as they apply in the public sector or similar environment.
2. Demonstrated sound conceptual and analytical skills, and ability to provide quality advice on complex financial issues
including construction work capitalisation and land transfers.
3. Highly developed knowledge of, and experience with, contemporary financial management including reporting,
governance and accounting practices, systems, and processes.
4. Well-developed management, written and oral communication, client relationship, change management and negotiation
skills to influence business improvement solutions to complex issues.
5. Well developed and proven leadership, project management, organisational, interpersonal and time management skills
with the ability to work under pressure within tight legislative time frames to meet deadlines and lead a team.
6. Ability to understand, and capacity to interact effectively, whilst mindful of cultural values and political sensitivities of
stakeholders.
Desirable
1. Tertiary qualifications in a financial discipline.
2. Sound understanding of the NT Government’s financial management and accountability framework, legislation and
systems.
