About the organisation

We are excited to partner with The Torres Strait Regional Authority (TSRA). The TSRA is the leading Commonwealth representative body for Torres Strait Islander and Aboriginal people living in the Torres Strait. With a newly appointed Chief Executive Officer, the TSRA is looking for a driven Head of Operations/ COO to round out the leadership team.

The TSRA run seven programs that contribute to the regional goals expressed in the Torres Strait and Northern Peninsula Area Regional Plan and have a real impact on the community that it serves.

About the role

As Head of Operations/ COO, you will be a member of the Executive team leading a team of 5+ direct reports across the TSRA Corporate Services Portfolio. As a newly created role, you will Deputise for the CEO and ultimately be responsible for partnering and collaborating with the CEO and the Executive Team to ensure that the TSRA is performing at its peak.

You will:

  • Ensure that the TSRA is effectively implementing its role as a Commonwealth statutory authority, working closely with the Executive team to create, implement and roll out plans for operational processes, reporting systems and internal policies to promote growth, productivity, and efficiencies within the Agency.
  • Be responsible for the management and leadership of the Corporate Services team, comprising of Information Communication Technology, Property and Human Resources.
  • Ensure the strategic and operational advice related to agency plans, programs and services, or major issues which are politically sensitive or have significant stakeholder impacts.
  • Contributing to the development and implementation of strategic plans and decisions by the CEO and participate as a lead member of the Executive team, to achieve the TSRA's objectives and outcomes.
  • Foster a collaborative team environment that shares lessons learned to ensure a continuous improvement approach is taken to project management and service delivery.

Skills & Experience

The successful applicant will possess the below skills and experience:

  • Highly developed relationship management and negotiation skills in promoting and managing complex relationships with internal and external clients, stakeholders, and service providers
  • Proven ability to engage and communicate successfully with key stakeholders, including Aboriginal and Torres Strait Islander leaders and communities, with recognised credibility in building and maintaining meaningful relationships.
  • Demonstrate excellent presentation skills and have the ability to represent TSRA in a range of forums.
  • Strong understanding of government procurement, probity, and contract management processes.
  • An understanding of issues affecting Aboriginal and/or Torres Strait Islander people and more specially the Torres Strait region.
  • Proven communication skills including the ability to communicate sensitively and effectively with Aboriginal and/or Torres Strait Islander people.
  • Demonstrated achievement of leading a high performing team, fostering collaboration, trust, and supporting the development of staff; experience building, driving and embedding cultural change and successfully leading change management.
  • Will be highly motivated, with a strong commitment to the APS values [link removed] (impartial, committed to service, accountable, respectful, ethical).
  • Have a strong understanding of legislation and policies relevant to the TSRA and the Torres Strait region.
