Our services include the construction and refurbishment of water & sewer pipelines, pump stations, reservoirs, and treatment plants. We self-perform the majority of works with a great team of PMs, Foremen, Supervisors and delivery crews, many of whom have been with the company for 10+ years.
With offices at Wacol in Brisbane and Caloundra on the Sunshine Coast, our projects range from Logan to Noosa and the surrounding areas. This role will be based out of our Caloundra Office.
About the Role:
We are seeking an experienced and passionate HSEQ Manager to join our team to drive the continued development of our safety and quality culture through proactive HSEQ leadership, accountability and engagement across the business.
Reporting to the Managing Director, the HSEQ Manager role covers a broad range of skills relating to Health, Safety, Environmental and Quality. No two days will be the same in this varied role.
As the safe, efficient and successful delivery of projects relies on effective planning and timely implementation of HSEQ initiatives, you will play a key role in the overall application of HSEQ within the organisation, working closely with our project managers and delivery teams as well as clients and suppliers through both the planning and delivery phases of the projects we deliver.
As HSEQ Manager, you will be a pivotal team member supporting, promoting, influencing and driving our zero-harm culture through leadership, identifying system improvements, training, monitoring and ongoing development.
In addition to ensuring that the business remains compliant with ISO standards to maintain our existing accreditations, the role involves maintaining a site presence to ensure connection with our delivery teams and a collaborative approach to understanding and developing practical solutions.
Key responsibilities:
- Managing our compliance with relevant legislation, Codes of Practice, Australian Standards, client standards, contractual arrangements, and communicating relevant updates.
- Assisting our Project Managers in the project planning process to develop project specific HSEQ plans and conducting on site audits to monitor these for compliance during construction.
- Identifying areas of HSEQ risk within the organisation and developing measures to reduce and control risks.
- HSEQ leadership, review, implement policies, procedures and programs.
- Fostering a safety-first mindset throughout the organisation and provide coaching for HSE performance improvement
- Conducting thorough risk assessments for construction activities, identifying potential hazards and recommending practical and considered preventive measures and controls.
- Ensuring projects are successfully launched in terms of HSE requirements.
- Providing support to our teams, ensuring the safe and effective delivery of projects and continuous improvement of health, safety and environmental management.
- Conducting health, safety, quality, and environmental audits on-site to monitor HSEQ performance and address non-compliance promptly
- Subcontractor management
- Critical HSE Control Validation – verifying HSE management plans and work practices – provide advice on improving practices – follow up and confirm actions taken effectively manage critical risks and controls.
- Ongoing management and development of SWMS and environmental practices for works across the business.
- Preparing, disseminating and/or delivering necessary information, instruction, toolbox talks and training (including inductions) to the workforce regarding health, safety, quality, and environmental management.
- Building and maintaining strong collaborative relationships with our Clients and other stakeholders to help facilitate the management of project/contract related HSEQ matters.
- Liaising with regulatory bodies, Clients and suppliers as necessary to resolve problems.
- Maintaining training and competency for our workers and identifying any required training to meet project delivery.
- Supporting external Rehabilitation Coordinators with the rehabilitation of injured workers through work-based rehabilitation programmes.
- Supporting the organisation in respect to third party HSEQ audits.
- Tracking, reporting, resolving, and managing all company HSEQ records and completing associated reports, including incident and HSEQ reports.
- Ensuring all incidents and near misses are assessed and undergo an appropriate level of investigation based on potential severity – analyse findings and identify actions that address the issues at an appropriate level of the control hierarchy – follow up, review and close actions.
- Monthly HSEQ reporting and statistical, trends analysis.
- Requisitioning safety equipment as required and ensuring site personnel possess necessary competencies for on-site equipment.
- Coaching and mentoring managers, workers and others regarding their HSEQ accountability and responsibilities.
- Leading by example and promoting a high level of safety awareness at all times as well as continual improvement of the HSEQ system and performance.

About You:
- You will be a natural mentor with a proven ability to lead, develop, engage, coach and build strong relationships at all levels of an organisation.
- You have a proven history of working closely with project delivery teams to understand, plan and offer practical and effective HSEQ solutions to project delivery challenges.
- Experience in influencing culture and change management to improve HSE performance and accountability
- Education Level: Cert IV or equivalent in Workplace Health and Safety or above
- Experience: Minimum 5 years in HSEQ management within the civil construction industry (preferably with water and wastewater project experience)
- Working knowledge of Legislation, Standards and Codes of Practice
- Experience in maintaining company-accredited HSEQ systems
- Proficient user of Microsoft Office Suite in particular Word, Excel, PowerPoint & Teams
- Proficient in reporting, presentations and client facing interactions
- Formal investigation training is advantageous
