Lead Engineer – Network Optimisation

Reporting to the Technical Specialist - Asset Strategy, you will work across the business to implement key initiatives
to enhance CHW’s asset management practices and optimise our comprehensive water and wastewater networks.

Employment type Up to Full-time.

Flexible options available: part-time work, purchased leave, varied start and

finish times, working from alternative locations and -day fortnights.

Purpose

This position is responsible for delivering and driving development and implementation of key initiatives to optimise
CHW’s asset management practices with a specific focus on water, wastewater and recycled water networks.

Key Duties/Responsibilities

Asset Management Optimisation

  • Lead key internal stakeholder groups to develop innovative solutions to complex business problems relating
to network assets.
  • Determine and recommend optimal solutions to complex business problems.
  • Partner with the ICT Team to implement workable solutions to IT system related problems.
  • Offer thought leadership and a problem-solving mentality regarding effective methods to capture, store and
utilise asset data to drive decision making processes.
  • Develop tools and streamline processes to empower operational teams to manage assets in an effective and
efficient manner.


General

  • Provide ongoing technical leadership and oversight of a complex program of technical projects and assure
alignment of outcomes with broader business priorities.
  • Assist with the development of tools, processes for asset management systems in conjunction with key
stakeholders.
  • Co-ordinate asset condition inspections in line with Asset Management Plans with direct liaison from CHW’s
Network Asset Operations team.
  • Commit to ongoing personal and technical development under the guidance of the Technical Specialist – Asset
Strategy.

. Authority and Accountability

  • Accountable for seeking efficiencies through implementation of new technologies or alternative
approaches where direct benefits can be achieved.
  • Accountable for developing solutions for asset maintenance issues (with CHW’s Network Asset
Operations team) in response to incidents, failures or corrective issues.
  • Assurance and Compliance support (Audits, Asset Life Updates etc.)
  • Co-ordinate asset condition inspections in line with Asset Management Plans with direct liaison from the
Network Asset Operations team.
  • Asset performance assessments of critical network infrastructure
  • At all times, create, maintain and foster a safe work environment and ensure compliance with the
provisions of the Occupational Health and Safety Act, Regulations and CHW policies and procedures.

. Judgement and Decision Making

  • Strong personal judgement to determine and manage day-to-day priorities and delivery methods.
  • Exceptional problem-solving skills with the ability to identify and propose workable solutions to systems
and processes.
  • Ability to understand asset data requirements in the context of a long-term vision that encapsulates
decision making processes driven by high reliability data.

. Specialist Knowledge and Skills

  • Knowledge of engineering and operational complexities of water / sewerage / recycled water, including
emerging technologies.
  • Experience of asset management in Utilities relating to large and medium scale infrastructure assets.
  • Ability to critically explore and analyse options to evaluate consequences of different risk scenarios and
implement cost effective risk management techniques.
  • Experience with standard office IT systems (MS Office, GIS, Asset Management Information Systems
etc).
  • Demonstrate initiative and ability to prioritise and perform complex professional/technical work with
limited supervision and exercise professional and technical judgement.

. Leadership/Management Skills

  • Demonstrated good time management skills with the ability to effectively plan, organise and manage

multiple tasks whilst working independently.

  • Well-developed organisational and administrative abilities.
  • Ability to influence decision making and provide guidance.

. Interpersonal Skills & Key Relationships

  • Demonstrated ability to work effectively across teams and develop strong working relationships to

achieve business goals.

  • Proven history of working as a collaborative team member and working in a constructive culture to
achieve customer centric outcomes.
  • Consult and constructively work with CHW’s Network Asset Operations, Information and

Communications Technology, Business Services and Capital Delivery teams.

  • Liaise and consult with external agencies (Local Government, community groups etc) and external

professional service providers.

. Qualifications and Experience

  • Tertiary Qualifications in a relevant field such as Engineering, Project Management, Science or
equivalent background would be preferred.
  • Demonstrated working knowledge of asset and change management practices, comprehensive
stakeholder engagement experience and understanding of information systems (or similar).
  • Demonstrated experience in delivering best practice asset management programs.

Key Selection Criteria

  • Demonstrated asset management or related water industry experience.
  • Demonstrated understanding of core asset management risk concepts, such as asset criticality and
condition and knowledge of Asset Management Information Systems (AMIS).
  • Demonstrated stakeholder management experience within multi discipline environments and working
within different project teams to explore issues, share knowledge and drive beneficial outcomes.
  • Experience in driving/leading enhancement projects that require changes to technology, processes and
people.
  • Exceptional problem-solving skills with the ability to identify, propose and implement workable solutions
to systems and processes.
