About the team

The Grants Delivery and Business Services Division is establishing a new central branch covering all aspects of Integrity. We have an immediate need to create a Probity governance, advice and oversight function for the department, and other roles could become available as the overarching branch comes together. Other roles might be fraud control, anti-corruption, risk, public interest disclosures, code of conduct referrals and any others that would naturally fall under integrity governance or operations.

The Probity governance function plays an essential role in embedding the department’s integrity capability and culture as we support economic growth and job creation for all Australians.

The opportunity

The role involves leading creation of the department’s probity management centre of excellence that will add value to our business.

You will establish a new team, engage with a wide range of stakeholders and build a strong reputation as a trusted adviser across the diversity of the department’s functions.

You will provide advice to a range of customers including senior executives as delegates and decision makers, assisting with probity risk assessments and conflict of interest management and reporting.

You will also play an active role in leading the department’s contribution to public sector integrity reforms and priorities.

Our ideal candidate

We are looking for candidates who have:
Well-developed leadership, planning and organisational skills, particularly in relation to managing competing priorities and leading through change.
Strong understanding of better practice probity and other integrity principles, behaviours and risk management strategies.
Demonstrated experience in probity or other integrity related roles that you can draw upon to provide practical, balanced and credible advice.
Highly developed collaboration and engagement skills, including the ability to negotiate, liaise and influence colleagues and stakeholders.
Knowledge of, or capacity to quickly acquire knowledge of, relevant Commonwealth legislation and policy (e.g. Public Governance, Performance and Accountability Act 2013, PS Act 1999, APS Values and Code of Conduct).
High standards of professional and personal integrity, including in how you ‘lead by example’ across the department.

Integrity related qualifications are not required but will be highly regarded.

What you will do

As an immediate priority you will lead establishment of the Probity Governance team and its forward strategy, including business planning, resourcing and recruitment activities.

General responsibilities include:
Establishing and managing a small, high performing team that provides practical, balanced and credible probity advice that considers strategic and operational risks and issues, and focusses on solutions.
Implementing and maintaining the whole of department probity framework and other probity related governance arrangements.
Working closely with the executive and business areas to identify and manage the department’s probity (and broader integrity) opportunities and risks.
Managing contracts and facilitating engagements with external probity service providers as required.
Overseeing drafting of high-quality documents (including briefs, talking points, ministerial submissions, corporate and public reporting).
Delivering organisational capability, staff awareness and change management activities across the department on probity.
Representing the department, participating in and presenting at internal and external fora relating to probity and integrity matters.
Other duties to drive the priorities of the branch and division.

Eligibility

To be eligible for employment in the APS and the department, candidates must be Australian Citizens.

Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.

Notes

A merit pool may be established and used to fill future vacancies within 18 months from the date the vacancy was first advertised in the Gazette.
