The Manager, Licensing and Commercials is responsible for the overall commercial management of the Information and Digital Solutions (IDS) branch ICT consumed products and services.
The role is responsible for managing various commercial elements including but not limited to hosting agreements, procurement of services and software licencing arrangements.
The role has a focus on achieving beneficial commercial outcomes for the department, through industry knowledge and advanced negotiation skills and experience.
In addition to assisting with the establishment of new commercial arrangements the role will be responsible for performing detailed analysis into the departments current agreements and determine strategies to increase value and reduce costs through product and service redundancy, consolidation, volume discounts, along with other techniques.
The role will also support SSU delivery teams in understanding various product and service pricing models, enabling accurate cost estimations and forecasts.
Accountabilities
- Provide strategic thinking, innovation and process re-engineering to support the delivery of sound, value for money, outcomes within the government and departmental procurement policies and standards.
- Provide strong leadership and support the Strategic Sourcing team and broader Information and Digital Solutions (IDS) branch and System Solutions Unit (SSU) project teams, to ensure good commercial outcomes are achieved when sourcing products and services from suppliers.
- Implement systems and processes to manage commercial outcomes.
- Mentor team members to develop their commercial service management skills and knowledge.
- Identify and resolve emerging issues, risk and trends impacting on the successful achievement of delivering licencing and commercial services.
- Lead the team's adherence to government, IDS and Solutions Delivery Unit's procurement policies, strategies and methodologies.
- Lead the information and authoritative advice on commercial management processes, tools and techniques for effective management of IDS product & service contracts, ensuring they comply with relevant policies and standards.
- Perform detailed analysis into the departments current agreements stored across a variety of complex data sources and determine and implement strategies to increase value and reduce costs through product and service redundancy, consolidation, volume discounts, along with other techniques.
- Support the management of contract renewals, including price negotiation with support from relevant IDS leadership and lead the establishment and setting of standards for vendor selection processes.
- Provide management reporting, demonstrating progress in implementing systems and strategies and demonstrating value for money outcomes being achieved.
- Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
- Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures.
- Demonstrate how the actions and outcomes of this role and work unit impact clients and the department's ability to deliver, or facilitate the delivery of, effective support and services.

- Previous commercial procurement and supplier management experience working for medium to large organisations.
- Proven experience in developing and effectively implementing ICT sourcing strategies.
- Proven experience in managing complex and large scale ICT supplier and commercial contracts.
- Proven ability to undertake detailed analysis into varied and complex data sources to determine strategies to increase value and reduce costs.
- Proven experience in contract negotiation and achieving best value for money commercial results demonstrated through meeting established cost saving targets.
- Proven experience in commercial models of ICT platform and hosting arrangements with various partners including Microsoft Azure, Amazon Web Services and Google.
- Working knowledge of a broad range of ICT technology and service models across more than one of the following:
- Microsoft O365 / Power Platform suite
- Microsoft Dynamics 365
- Salesforce
- Service Now
