A Hospital Gastroenterology Consultant sought to join a prestigious hospital in Australia. Standard Duties and responsibilities

Role specific duties will be discussed at interview, outlined below are duties for all hospital consultant staff.

a) To participate in development of and undertake all duties and functions pertinent to the Consultant’s area of competence, as set out within the Clinical Directorate Service Plan and in line with policies as specified by the Employer.

b) To ensure that duties and functions are undertaken in a manner that minimises delays for patients and possible disruption of services Medicine – Gastroenterology.

c) To work within the framework of the hospital / agency’s service plan and/or levels of service (volume, types etc.) as determined by the Employer. Service planning for individual clinical services will be progressed through the Clinical Directorate structure or other arrangements as apply.

d) To co-operate with the expeditious implementation of the Disciplinary Procedure

e) To formally review the execution of the Clinical Directorate Service Plan with the Clinical Director / Employer periodically. The Clinical Directorate Service Plan shall be reviewed periodically at the request of the Consultant or Clinical Director / Employer. The Consultant may initially seek internal review of the determinations of the Clinical Director regarding the Service Plan.

f) To participate in the development and operation of the Clinical Directorate structure and in such management or representative structures as are in place or being developed. The Consultant shall receive training and support to enable him/her to participate fully in such structures.

g) To provide, as appropriate, consultation in the Consultant’s area of designated expertise in respect of patients of other Consultants at their request.

h) To ensure in consultation with the Clinical Director that appropriate medical cover is available at all times having due regard to the implementation of the Working Time Directive as it relates to doctors in training.

i) To supervise and be responsible for diagnosis, treatment and care provided by non-consultant hospital doctors treating patients under the Consultant’s care.

j) To participate as a right and obligation in selection processes for non-consultant hospital doctors and other staff as appropriate. The Employer will provide training as required. The Employer shall ensure that a Consultant representative of the relevant specialty / sub-specialty is involved in the selection process.

k) To participate in clinical audit and proactive risk management and facilitate production of all data/information required for same in accordance with regulatory, statutory and corporate policies and procedures.

l) To participate in and facilitate production of all data/information required to validate delivery of duties and functions and inform planning and management of service delivery

Service Provision and Cover during Absences

The consultant has a continuing responsibility for the care of patients in his/her charge and for the proper functioning of the service allowing for appropriate delegation for the training of his/her staff.

He/she must be available by telephone and able to attend the hospital in a timely fashion when on-call (40 minutes journey time).

Consultant staff must ensure that services are covered during his/her planned absences. Where fixed commitments need to be cancelled during planned absences appropriate notice (8 weeks) must be given. Absences must be co-ordinated with other consultant staff in the specialty to ensure senior cover is always available.

Hours of Work

a) The Consultant is contracted to undertake such duties / provide such services as are set out in Contract that is issued at the time of a job offer in the manner specified for 39 hours per week. The 39 hours are as determined by the roster and include a lunch break.

b) Rosters must provide for a handover period between each shift. Handover periods must be of at least 30 minutes in duration.

h) The doctor may not be rostered to work a split shift

i) The doctor may be required to: i) provide overtime services (on-call on-site services) on-site in addition to the 39 hours.

ii) provide on-call off-site services outside core and/or overtime hours as determined by the Clinical Director / Employer;

iii) work beyond his/her rostered period in line with the exigencies of the service. The Employer will endeavour to ensure that this will be an exceptional rather than a standard requirement.

When carrying out these duties, the Consultant shall abide by the Australian Medical Council ‘Guide to Ethical Conduct and Behaviour’ (copy available directly from the Medical Council or at https://www.amc.org.au/)

Overtime payments

a) Overtime refers to work on-call on-site as required by the Employer in excess of the average 39 hours worked in each week of the roster period.

b) All hours worked in excess of the averaged 39 hours each week are liable for payment.

Average Overtime - (Australian $) 20,000 to 50,000 per annum (included in above mentioned figures)

Medical Education and Training

a) For the purposes of Consultant education, training and the maintenance of the Consultant professional competence, the employer shall, in line with the requirements of the Medical Practitioners Act, facilitate as appropriate the training / competence assurance requirements of Consultant posts.

b) For the purposes of education, training and the maintenance of professional competence, the doctor shall, in line with the requirements of the Medical Practitioners Act:
i) participate in and satisfy the requirements of any programme of training (s)he is registered on as defined by the Medical Council of Australia; or
ii) participate in and satisfy the requirements of any programme of training (s)he is registered on as defined by the relevant postgraduate medical training body recognised by the Medical Council of Australia; or
iii) participate in and satisfy the requirements of any competence assurance programme (s)he is registered on as defined and delivered by the Medical Council of Australia and/or a postgraduate medical training body recognised by the Medical Council of Australia for that purpose.

c) The Consultant may, subject to the agreement of the Employer, make an explicit structured and scheduled commitment to educational activities in line with the educational and training requirements described at b) above. This will include paid non-clinical training days (or part of as appropriate) as required by the relevant programme of specialist training / competence assurance. Such structured and scheduled commitment and responsibility and accountability for same will be agreed in advance by the Employer with the relevant Training Body or University will be consistent with the agreed training principles for postgraduate medical education and training and shall be incorporated into rosters.

Teaching Commitments

  • participation in the lecture programme for 2nd and 4th year medical students.
  • regular commitments to ward based teaching of undergraduates.
  • teaching of other groups as required including other specialty juniors and specialist nurses.
Induction and Development Reviews

All medical staff are required to undertake the hospital’s induction as soon as possible after commencing work. They are also expected to have a local induction to their place of work which will be undertaken by their line manager or nominated person and sent to Learning & Development for record keeping.
