About the role

The North Eastern Public Health Unit (NEPHU) Operations Lead is a key leadership role for the North Eastern Public Health Unit at Eastern Health. Reporting to the Operations Director, you wil be responsible for building and implementing the operational infrastructure of the NEPHU at Eastern Health as well as managing the operational performance, financial, quality and risk, and resource management of the Eastern Health based unit.

About the North Eastern Public Health Unit

The North Eastern Public Health Unit (NEPHU) is a major component of a once in a generation reform of public health delivery in Victoria. This system consists of three Melbourne metropolitan Public Health Units (North Eastern [NEPHU], Western [WPHU], and South Eastern [SEPHU]) who are linked with the existing six Regional Public Health Units, the DH Intelligence, Case, Contact and Outbreak Management (ICCOM) and COVID-19 Quarantine Victoria (CQV). Together these units form a distributed network, centrally coordinated by ICCOM.

About you

To be successful in this role you will possess:
  • Relevant Tertiary level qualification and professional registration.
  • Excellent stakeholder management skills, including strong relationship management, excellent emotional and social awareness and ability to manage sensitive and complex issues.
  • A high level of resilience that allows the effective carriage of the leadership role in the context of uncertainty, complexity and competing demands.
  • Demonstrated experience in the operational leadership and management of a health service function.
  • Sound understanding of public health concepts and practice.
  • Understanding of contemporary operating models/frameworks.
  • Ability to plan, coordinate, execute and evaluate new programs, including the ability to lead and facilitate strategically aligned workplace change.
  • Proven ability to exercise sound judgement in the management of issues, risks and priorities involved in delivering complex programs whilst maintaining efficient delivery and effectiveness.
  • Experience in the development and implementation of strategically aligned annual operational plans that articulate agreed activities, targets, resource allocation and monitoring process.
  • Demonstrated experience with data collection and reporting processes, practices and technologies and ability to analyse performance data, create business intelligence and use data to inform decisions.
  • Experience managing and developing people and teams.
  • Strong business and financial acumen with solid budget management and awareness of funding models.
  • Proven understanding of quality and risk models/frameworks and ability to develop a safe and improvement focused environment.
