Local council contract role
Our client a large local council is seeking a Parks Operations Coordinator to manage the park operations services using data driven, fact-based recommendations, supplier market insights, analytical tools and best practices to ensure that supplier engagements successfully achieve time, quality, risk management and WHS objectives within allocated budgets and in line with the councils sustainable strategy.
Responsibilities
Develop, implement and coordinate parks operations services delivered by contract service providers. Ensure services are effectively planned, designed, procured, managed, co-ordinated, constructed and completed at the highest possible quality standards, using best practice project and asset management principles and delivered within time and budget constraints.
Contribute and provide technical advice on the planning, implementation, and delivery of parks and open spaces. Ensure park assets are well presented, sustainable, safe and provide a high-quality amenity for the community.
Develop specifications, technical investigations, contracts, procedures and other service delivery arrangements for park assets and operations, ensuring service levels are met. Engage and manage contractors, service providers and consultants in accordance with the relevant Contracts and the City’s policies. Ensure quality service delivery and value for money.
Effectively collect and analyse data using tools and systems. Monitor issues and trends in asset and service performance, act on data to ensure operational issues are addressed quickly and identify and address gaps in data required to drive performance.
Meet the City’s legislative obligations and contractual conditions in relation to delivery of parks assets and services. Provide effective risk management through proactive identification, prioritisation, treatment, monitoring and reporting of risks and compliance with legislation and guidelines.
Co-ordinate and implement efficient and effective continuous improvement processes for the City’s parks e.g., quality management, performance management, work systems and procedures, program evaluation, best practice, and benchmarking approaches.
Lead continuous improvement and drive purchasing behavioural change.
Optimise the supply base for spend within the category and Section.
Research and monitor industry trends, establish appropriate service benchmarks, develop strategies and initiatives and input into operations and systems to improve management of the City’s parks.
Essential Requirements
Tertiary qualifications in project and/or contract management field and/or extensive experience in contract management, service delivery in asset management.
Demonstrated project/contract management experience in the government sector or similar, with well-developed project management knowledge in budgets, tools and methodologies.
