The Queensland Rail Regional Safety, Risk and Assurance team is an agile, multidisciplinary, group of professionals who work hard to be trusted and valued business partners within Queensland Rail and our community. In this key position you will support the Manager Assurance and Emergency Management to develop and lead the Emergency Management team and program of work. This includes developing and implementing customised plans and emergency management training and exercises to ensure the organisation maintains compliance with relevant legislation, builds capability, and is well equipped to prepare and react to emergencies and incidents (both day of operations and large scale situations) and to ensure that impacts from emergencies/incidents on the network are minimised.
You will be a key member of the team. We are looking for an individual who can design and deliver the new Regional Emergency Management Model based on the regional business needs and risk profile. The individual will require skills and proven experience in delivering large and complex tasks and capabilities, and their impact will be evident in the delivery of a professional emergency management capability across Regional, as well as the strong and influential relationships fostered with key stakeholders.
What you will be doing:
• Establishing and leading an emergency management team and suitable business model within the Regional business to ensure incident and emergency management and operations capabilities support the regional business before, during and after an event ensuring compliance with relevant legislation and working closely to support operational areas of the business.
• Coordinating with the Emergency Preparedness Coordinator, for the development of a Regional training needs analysis and then implementation of emergency preparedness training and exercising for the Regional business based on the risk profile.
• Leading and managing the delivery of Emergency Preparedness training and exercising capability to improve Regional’s ability to effectively respond to emergency situations, disasters and other crisis situations so that disruptions and impediments to network recovery are minimised.
• Facilitating formal debriefs with staff, internal and external stakeholders following incidents and delivering Queensland Rail specific incident recommendations/lessons learned to ensure lessons are shared, implemented and embedded across the business
• Conducting, co-ordinating and evaluating internal and external stakeholder exercising opportunities to ensure first responders across Regional act safely and are familiar with the requirements associated with working in these areas e.g. electrified territory
• Providing input into the development and implementation of strategies, systems and processes to ensure compliance with relevant legislation and industry practices.

We are looking for candidates who have:
• Experience leading businesses in developing optimal preparation, response and recovery capabilities.
• Extensive knowledge and experience of Emergency and Disaster Management legislation and practices in a rail or similar environment.
• High level of skill in the development, implementation and analysis of lessons management, emergency management and Emergency Preparedness training programs, including desktop and field-based exercises in a rail or similar industry.
• High level of interpersonal, oral, presentation, negotiation, consultation and written skills including the development and presentation of reports to various levels of management.
• High level of skill in shaping organisational culture and practices through influencing, negotiating and consulting with internal and external stakeholders, to ensure uptake and adoption of Emergency Management strategies.
• High level skills in leading and coaching the delivery of strategies and initiatives based on emergency management best practice.

Starting salary $127,221 + super.
