Primary objective

Public Housing Safety Officers (PHSOs) provide community safety patrol, response and investigative services for the Department of

Territory Families, Housing and Communities. They play a pivotal role by operating as part of a wider multi-agency initiative to address

and mitigate antisocial behaviour in the Northern Territory and are crucial element of the department’s community engagement activities.

PHSOs receive dedicated training, unique identifiable uniforms and specialist equipment to enable them to operate in small dedicated

teams while; conducting vehicle and foot patrols at public housing properties and complexes, or undertaking investigations into alleged

instances of disruptive and antisocial behaviour in and around public housing premises.

Key duties and responsibilities

1. Provide an effective community safety presence to address antisocial behaviour in the common areas of public housing complexes

and other public housing properties in a proactive and reactive manner.

2. Investigate tenant and general public complaints and allegations of disruptive and antisocial behaviour in accordance with the

Department of Territory Families, Housing and Communities policies, the Housing Act and the Residential Tenancies Act by

respectfully dealing with tenants, visitors and members of the public and abiding by the principles of natural justice and procedural

fairness.

3. Work in collaboration with key stakeholders including intra-department services, non-government support services, NT Police and

other government agencies.

4. Appear in the Northern Territory Civil and Administrative Tribunal (NTCAT) and Local Court hearings, when required.

5. Accurately document and record all details regarding public housing safety operations and investigations.

6. Perform other duties as directed from time to time by the Coordinator and the Manager, Public Housing Safety.

Selection Criteria

Essential

1. Demonstrate a comprehensive understanding of natural justice and procedural fairness principles and how to apply these in a variety

of relevant situations, in a dynamic and complex cross cultural environment.

2. Well-developed interactive and interpersonal skills, with the ability to manage potential conflict situations and proven experience in

conflict resolution.

3. Well-developed personal organisation skills with an attention to detail and the ability to establish priorities, set and maintain deadlines,

especially during times of pressure and conflicting priorities.

4. Written and verbal communication skills including computer literacy adequate to perform daily duties.

5. Well-developed ability to interpret and apply legislation including an understanding of WHS and operational safety principles.

6. Proven ability to maintain high levels of confidentiality and demonstrated integrity in dealing with colleagues and the public in a fair

and equitable manner.

7. Hold a current NT Drivers licence (Manual) or equivalent.

8. Hold, or be able to obtain before commencing employment, a Statement of Attainment for HLTAID001 Provide Cardio Pulmonary

Resuscitation; HLTAID002 Provide basic emergency life support and HLTAID003 Provide First Aid, and a Working with Children

Clearance (Ochre Card).

9. A willingness to work shifts including late nights, weekends and public holidays.

Special Requirements - Public Housing Safety Officers must be at a minimum 18 years of age and pass the following:

  • Medical, psychometric and psychological examinations;
  • Written assessment;
  • Criminal history check; and
  • Willingness to appear in court as a witness.
