Job Description
The Position
Albemarle Corporation is a leading global developer, manufacturer and marketer of highly engineered specialty chemicals.
This position is responsible for leading the Australia Sustaining Capital Procurement team to partnering with the regional capital projects leadership and teams, ensuring early involvement, visibility, advice and service in the development and execution of regional capital spend plans and directing the procurement team of capital project goods and services in the region. The role will have responsibility for ensuring the capital procurement regional strategies, direction, oversight, governance and optimal execution of sustaining capital services and equipment investments are consistent with global capital procurement strategies and procedures, depending on market conditions and project timing. The Sustaining Capital Procurement Manager develops a highly capable team to identify, develop, qualify, contract and maintain strategic supplier base through capital project lifecycles, delivers a competitive total cost of capital implementation strategic plan, and leads the regional capital procurement team members to work closely with the regional capital engineering and maintenance excellence functions to support common objectives while fully meeting the reginal business requirements.
Key Responsibilities
Advance the regional Sustaining Capital project procurement team’s understanding and application of best-practice capital procurement planning in line with global capital procurement strategic sourcing and strategic category management.
Work closely with the Sustaining Capital Director on developing Sustaining Capital plans, strategies and business needs.
Lead the regional Sustaining Capital procurement team to identify and fully leverage common supply market and internal resource capabilities to support the regional capital needs while delivering value.
Proactively develop and mentor the regional capital team to drive results.
Lead the regional Sustaining Capital procurement team for early involvement in planning processes, assessing and designing project procurement strategies that ensure on-time delivery of scope at the best value Total Cost of Ownership (TCO), standardization/repeatability, capturing supply market innovations, and driving compliance while meeting and exceeding the reginal stakeholder business requirements.
Lead the team for effective and proactive collaboration with regional Capex engineering team to understand corporate and regional strategy, business trends and capital investment plans
Manage the dynamic staffing plan according to the regional business plan, team members performance evaluating and people developing.
Mentor the regional Sustaining Capital procurement team members performance via daily on-job training to deliver high performance deliverables, supervise the team working in full compliance with the global capital procurement working procedures and process.
Inspire regional capital procurement teamwork, encourage contribute for the regional capital procurement professional capability building up.
Introduce and maintain project procurement standard reports in the region, in line with the global capital procurement reports.
Work with capital procurement team members to examine all forecasted third-party spend, develop regional strategic sourcing strategies and business cases for key equipment, materials and services categories and ensure excellent on time sourcing, contracting and supplier performance for on-time project execution.
Provide operational support to all local key stakeholders and interdependencies (Legal, Finance, Engineering, Compliance) to ensure proper procurement strategies execution and value delivery.
Develop, review, negotiate and execute complex business agreements and contracts in the region.
Manage business relationships with, and access and capture innovation from key regional suppliers.
Ensure risk management plans are developed, reviewed and maintained to effectively mitigate capital investment plan exposures to supply market and internal capital procurement execution factors. Appropriately incorporate risk management into capital-related category, strategic sourcing, supply and service management planning.
Develop full understanding of supplier capabilities and work with stakeholders to develop sourcing strategies aligned with Albemarle's strategic sourcing plans. Build up strong market leverage in the region. Manage business relationships with the local suppliers/service contractors, sufficient local supplier/contractor pool in place.
Timely review and share suppliers’ performance feedback in the region.
Ensure global capital procurement/service contracting processes are implemented and executed to optimize. Albemarle’s risk management profile, drive necessary performance and outcomes from third-party business relationships, and broadly protect the organization from identified, predicted and unknown risks.
Involvement in key purchasing package and serve contracts bidding and negotiation to ensure best value suppliers/contractors are selected for project execution.
Manage and oversee implementation of contractual documentation for capital project service contractors in the region.
Use and advise on Albemarle templates to ensure the company’s interests are protected under the law in the region.
Regular review and monitor projects procurement execution, necessary support to ensure the regional CAPEX procurement progress is on healthy track.
Where capital-project-specific, ensure early involvement in planning, examine all forecasted third-party spend, develop strategic sourcing strategies and business cases for key equipment, materials and services categories and ensure excellent on time sourcing, contracting and supplier performance for on-time project execution.
Develop and maintain close relationships with all the regional internal stakeholders.
Ensure excellent internal communications on all necessary matters.
Be the first point of contact for escalation of Sustaining Capital procurement issues impacting the regional projects’ scope, schedule and Total Cost of Ownership.
Share information, data and best practices across the capital procurement organization.

Education / Qualification Requirements
Bachelor’s degree in Business, Engineering and/or Procurement discipline, Master’s degree is a plus.
10years+ capital procurement planning and execution in heavy industrial applications (chemical/specialty chemicals, mining, oil and gas, etc.) including equipment, materials and service categories (contractors and consultants including EPC/EPCM scenarios) categories in the region.
Have hands on full process contract management experience in capital project (TIC over $100M) in the region.
Expert knowledge of commercial contract law and management principles.
Rich negotiation experience and strong negotiation skills.
Familiar with MS Office tools (Word, Excel, PowerPoint, etc.).
5+years group leader experience with above 5 solid line subordinates.
Experience with claims and arbitrations a plus.
Experience of China sourcing is a plus.
Ariba and SAP experience is a plus.
