About the NLC

The Northern Land Council (NLC) was established under the Aboriginal Land Rights (Northern Territory) Act in 1976, to assist Aboriginal people in the Top End of the Northern Territory to acquire and manage their traditional lands, waters and seas. 

Nearly 50 years on we continue to serve over 50,000 Aboriginal people of the Top End and remain committed to enhancing Aboriginal peoples social, political and economic participation by supporting their aspirations and amplifying their voices on a range of issues impacting on their lands, seas, culture and communities. 

About the Role

This position will coordinate the planning and consultation required for the development and declaration of a Marine Indigenous Protected Area (IPA) in sea country adjacent to the existing terrestrial South East Arnhem Land (SEAL) IPA.

You will work collaboratively with the current SEAL IPA governing committee, the SEAL IPA coordinator, and the Numbulwar and Yugul Mangi ranger groups in Numbulwar and Ngukurr communities.

The proposed Marine IPA covers a significant area of sea country from the mouth of the Roper River to shared areas around Groote Eylandt.

Your role is to manage the process that prepares all stakeholders for a formal declaration of a marine IPA and to facilitate ongoing cultural and natural resource management planning and activities for sea country within the Marine IPA area.

Responsibilities

  • Provide advice and support to Traditional Owners and NLC staff in the establishment and implementation of the Marine IPA.
  • Coordinate the consultations for the further development of a Marine IPA Plan of Management with the SEAL IPA Steering Committee, Yugul Mangi and Numbulwar Rangers, and consultants and project partners.
  • Organise IPA advisory committee and Traditional Owner meetings to ensure strong community ownership and governance over the proposed marine IPA facilitating employment, skills development and governance outcomes.
  • Identify and develop governance, business, employment, funding and fee for service activities as articulated by the Traditional Owners and outlined in the Grant Funding Agreement project plan.


About you

To thrive in this role you will have:

  • Demonstrated understanding of, and interest in, the lived experiences of Aboriginal people in the NLC region.
  • Demonstrated high level cross-cultural, interpersonal and verbal communication skills with an ability to effectively liaise, engage and coordinate across an organisation and to build productive working relationships with work colleagues, constituents and external stakeholders.
  • Qualification(s) in Cultural, Natural Resource Management/Community Development and/or extensive practical experience in Indigenous cultural and natural resource management. Sea country knowledge and experience an advantage.
  • Possess excellent verbal and written communication skills including the ability to write reports for a range of audiences and to communicate sensitively and effectively with a range of indigenous and non-indigenous stakeholders.
  • Demonstrated experience in project administration and finance management including grant writing and acquittals.
  • A current motor vehicle driver’s licence and the ability to operate a 4WD safely in remote locations.


Remuneration and Benefits:

  • Full-Time 3-year contract
  • Location: Darwin
  • Salary: $92,336 - $103,600

  • 13.5% superannuation contribution
  • 5 weeks annual leave & 17.5% annual leave loading
