The purpose of this role is to lead the development and implementation of the SRL East Creative Strategy. The SRL East Creative Strategy outlines the Victorian Government's creative vision and ambitions for SRL East and specifically, the requirements for the integration of Creative Works in the planning, design, and delivery of SRL East.
This position will also provide ongoing support for the establishment and operation of a Creative Advisory Panel (CAP) to assist with the best practice commissioning of permanent and temporary creative works.
Key accountabilities:
- Lead components of successful project delivery, including management of specialist technical advisors' inputs to the project, preparing project plans and creative briefs, project reports, briefing materials for senior management, executives and stakeholders; and contribute to effective project performance monitoring and continuous improvement processes in relation to government policies, objectives, priorities, and reporting requirements.
- Provide strategic and authoritative advice on current and emerging government policy, strategies, and processes to proactively navigate the strategic and delivery context to achieve outcomes for the project, including the preparation of briefs, reports and policy papers to communicate issues and recommendations to senior management.
- Support the development and operation of effective governance arrangements for the delivery and implementation of the SRL East Creative Strategy, including the Creative Advisory Panel (CAP) to ensure best practice commissioning of creative works.
- Develop and maintain highly effective working relationships with internal and external stakeholders including the SRLA Rail and Infrastructure team. Facilitate engagement and collaboration with precinct partners including local government, key institutions, and the private sector to support the SRLA's creative vision and ambitions.
Successful applicants will be required to demonstrate expertise in at least one or both of the following areas:
- Strategy development and/or implementation (such as creative or public art strategies, masterplans, or programs) – including the development and implementation of policies, frameworks, and actions to create more sustainable, inclusive, and resilient precincts, increasing access to social and economic opportunities, and enabling best-practice strategic planning, commissioning processes, urban design and place-based approaches.
- Work experience in planning, development, and implementation of public art, placemaking and/or in Creative Industries – this includes design, planning and delivery of arts-based and practise-based work. Program and/or Project Management, Procurement, and Contract Management of such projects.
- Major projects/ infrastructure – working within complex major capital projects and work programs, including procurement and financial reporting
- Integrated planning – including the development of coordinated strategic plans that underpin vibrant, distinctive, and innovative precincts for Victorians to work, live and play. This includes integrating key strategic directions into clear strategies and plans to guide long-term change for precincts.
- Government exposure – experience working with state and/or local/whole of Government.
