Senior Finance and Project Officer / Manager Finance 

The position will be responsible for delivering strong financial stewardship, corporate services, ensuring financial risk management internal controls are in place through the preparation of regular financial compliance duties for the Business. The role acts as the key contact for the Business working with the outsourced Accounting Service Provider. This position is critical position to improve efficiencies in business performance and operations. The position will support the OCEO to ensure all requirements of the function are met. In addition, will be responsible for developing and monitoring budgets and detailed funding applications. This position will also maintain positive financial relationships with stakeholders.

The Senior Finance and Project Officer / Manager Finance  will manage the Finance, Grant and HR administrative functions of the organisation for the OCEO. Responsibilities of the role include verifying and processing agreed Finance related duties, purchase orders, procurement, contract and supplier management, CX shared services with clients, payroll and accounts payable escalations to resolution with Service Providers, implementing and maintaining systems and procedures, internal audit Finance management controls, application compliance, keep accurate records for the OCEO compliance. 

The position must possess a strong knowledge of Australian Accounting Standards and Corporate Accounting principles and practices with proven experience in managing to budget, EOFY processes, ensure statutory and organisational reporting and audits are satisfactorily met. The Senior Finance and Project Officer / Manager Finance  must implement this through the establishment and maintenance of lead practice accounting and approval processes.

The successful candidate will report to the OCEO.

Essential

  • Senior level financial management expertise, including systems, compliance, reporting and legal issues
  • Demonstrated experience working across cultures and awareness of the cultural practices, values and issues that affect Aboriginal people and their communities
  • Demonstrated high level of interpersonal and oral communication skills
  • Demonstrated high level of written communication skills including the ability to research, write weekly status reports, briefing papers, financial modelling submissions, and to respond to routine and non-routine correspondence
  • Excellent teaming qualities including the ability to develop appropriate training programs and applying equal employment opportunity and industrial relations principles 
  • Undergrade and/post graduate qualifications in a relevant field with Senior Finance management experience 
  • Demonstrated experience in Project Management and Methodologies to deliver Finance projects on time, on budget and with quality
  • Excellent understanding of accounting principles and willingness to learn more complex processes and systems
  • Sound knowledge and understanding of the Public Finance & Audit Act, Audit Office guidelines and other relevant legislation and statutory requirements
  • Advanced Excel skills, MYOB/XERO comprehensive experience, Expense Management and Automation systems, HR, Grant Administration/project management software, sharepoint and asset Management Software
  • Ability to manage confidential data including wage and financial records.
  • Sound knowledge and understanding of the Public Finance & Audit Act, Audit Office guidelines and other relevant legislation and statutory requirements
  • Significant experience in working with, advising and/or supporting Boards, preferably with non-profit exposure and proven stakeholder relationship management
  • Full NSW drivers licence
  • Willingness to obtain a National Police Check
  • Current NSW employee Working with Children Check clearance in accordance with the NSW Child Protection (Working with Children) Act 2012

Desirable

  • CPA/CA accreditation preferred.
