Transport Service is a Group within Department of Transport & Planning, and is responsible for delivering safe, reliable and accessible transport infrastructure and services to all Victorians.

Regional Transport is a Division in Transport Services Group, and is responisble for provideing better transport experience connecting regional communities, businesses and visitors.

About the Role

Places of work - Benalla and/or Bendigo (Flexibility may be available)

The Senior Transport Planner will coordinate some key activities of the Department's Regional Transport Strategy team in shaping the future Regional transport system to deliver a prosperous, connected and liveable Victoria. The role will consist of proactively partnering across the transport portfolio and with other government departments and agencies, Regional Partnerships and local government stakeholders to advance integrated land use and transport planning outcomes in Regional Victoria. This role will ensure the transport system delivers on the intention of the Transport Integration Act. Particularly ensuring users are at the centre of multimodal transport planning and that this planning is done in an integrated place-based manner across all modes.

Role Specific Requirements

The role necessitates a valid driver's licence and a shift work is required which could involve evening or weekend work including occasional overnight travel.

Position Accountabilities

The role requires to coordinate with various stakeholders including industries, government agencies, and local communities to ensure effective transport planning and management, while leading the development of strategic narratives and priorities for regional transport planning. Additionally, oversee the coordination and delivery of regional transport projects, events, and programs, and integrate transport considerations into land use and economic development activities, including liaising with Aboriginal communities to improve economic and social outcomes.

Key Selection Criteria

  • Future Focus (Accomplished): Environmental Scanning to monitor external sources and identifies underlying trends; Develops, maintains and uses a variety of systems, processes, and sources to gather information and gain deeper understanding; Uses a range of references and professional networks to conduct specific research.
  • Communication (Accomplished): Excellent written communication to prepare complex briefs, letters, emails and reports using clear, concise and grammatically correct language; Edits written communications to ensure they contain the information necessary to achieve their purpose and meet audience needs; Ensures appropriate style and formats are used.
  • Stakeholder Management (Accomplished): Gains agreement to proposals and ideas; Builds behind-the-scenes support for ideas to ensure buy-in and ownership; Uses chains of indirect influence to achieve outcomes (e.g. ‘Gets A to show B so B will tell C'); Involves experts or other third parties to strengthen a case.
  • Team Management (Accomplished): Cooperates and works well with others in the pursuit of team goals; Collaborates and shares information; Shows consideration, concern and respect for others' feelings and ideas; Accommodates and works well with the different working styles of others; Encourages resolution of conflict within group.
  • Partnering & Co-creation (Accomplished): Identifies issues in common for one or more stakeholders and uses this to build mutually beneficial partnerships; Identifies and responds to stakeholder's underlying needs; Uses understanding of the stakeholder's organisational context to ensure outcomes are achieved; Finds innovative solutions to resolve stakeholder issues.
  • Critical Thinking and Problem Solving (Accomplished): Well developed conceptual and analytical ability to deal with concepts and complexity comfortably; Uses analytical and conceptual skills to reason through problems; has creative ideas and can project how these can link to innovations.
  • Generate new ideas; Draws on a range of information sources to identify new ways of doing things; Actively influences events and promotes ideas; Translates creative ideas into workplace improvements; Reflects on experience and is open to new ways to improve practice.

Qualifications and Experience

Desirable

  • Multiyear experience in transport or land planning would be desirable.
  • A relevant tertiary degree, particularly in transport or land use planning, would be well regarded.
