About Us :

Yarriambiack Shire Council has a population of 6,645 people and covers an area of 7,158sq km.  Yarriambiack Shire Council stretches from the Wimmera River just north of the Grampians in the south, to the centre of the Mallee in the north. The Yarriambiack Creek is the main natural feature traversing the Shire.

The area is also linked by road and rail systems that run in a north-south direction. The area has an almost ideal climate with a short winter and delightful autumn and spring. Warracknabeal is the major service centre in the region and provides a wide range of services.

It is complemented by Hopetoun in the north and Minyip, Murtoa and Rupanyup in the south, with another 13 small towns spread throughout the Municipality.

Council offers an abundance of services to the region such as home care, home maintenance services, meals on wheels, maternal and child health, enhanced maternal child health, library services, tourism and area promotion, parks and gardens, kindergarten services, supported playgroup, housing support, environmental health services, food inspections, immunisation, youth support, planning and building services, waste services, law, order and public safety, public recreation spaces including swimming pools and sporting stadiums, emergency management, roads, footpaths, bridges, buildings, aerodromes, public halls and saleyards.

Council is also engages technical specialisists to provide effective governance, accounting and finance, customer service, administration, engineering and asset management and information management services. 

About You :

QUALIFICATIONS AND EXPERIENCE:

  • Formal qualifications in Civil Construction, Engineering or equivalent, or lesser formal qualifications together with extensive and diverse experience, or intensive specialist experience.
  • Knowledge of established techniques and practices in the construction and maintenance industry is required together with an ability to adopt methods to suit unusual circumstances as required.
  • Sound knowledge in the application of Contracts and in the supervision of contracts, contractors and staff in accordance with Council policy requirements.
  • Knowledge of the current Acts, Regulations, Codes of Practice, Government Policies pertinent to Local Government Engineering operations and in particular the Best Value for Money process.

KEY SELECTION CRITERIA:

  • Extensive experience in civil construction and supervision associated with Local Government or similar organisations.
  • Post-secondary qualification in Civil Construction, Management or equivalent.
  • Substantial experience in the supervision of and dealing with contractors, staff and the general public.
  • A strong understanding of Occupational Health and Safety and Risk Management requirements relating to civil construction, mobile plant operation and depot activities.
  • Proficiency in Microsoft office and asset finda software.
  • Well-developed written and verbal communication skills.

Position Summary :

POSITION OBJECTIVE:

The Supervisor Central Works is to oversee the effective and efficient delivery of maintenance and

selected capital improvement programs of the roads network, parks and gardens within the

central region of the Shire.

The Supervisor is to:

  • Lead and develop the outdoor workforce to deliver high quality works, in accordance with the Council Plan.
  • Effectively manage the depot facilities, plant and equipment.
  • Responsible for the effective, timely and cost effective delivery of assigned projects in accordance with Council Policies and Procedures.
  • Facilitate the appropriate recording, actioning and reporting of the Customer Request Module (CRM).
  • Conduct Occupational Health and Safety system administration relevant to the various site works activities.

Key Requirements :

ACCOUNTABILITY AND EXTENT OF AUTHORITY:

  • Supervise resources and support more senior employees.
  • Freedom to act is set by clear objectives and budgets, frequent prior consultation and regular reporting is required.
  • Accountable for quality, effectiveness, cost and timeliness of work and safety of assets managed.
  • Responsible for health and safety training and awareness.
  • Required to have formal input into policy development within the Asset Operations division.

JUDGEMENT AND DECISION MAKING:

  • Problems may be complex or technical, with new solutions, and some creativity and originality is required.
  • Guidance is usually available within time from the Manager Operations.

SPECIALIST SKILLS AND KNOWLEDGE:

  • Understanding of long term goals, policies, precedents, thorough understanding of technology, procedures and processes within the division.
  • Provide direction, leadership and structured training or on the job training to employees or groups of employees.
  • Familiarity with budgeting techniques.

MANAGEMENT SKILLS:

  • Skills in managing time, setting priorities and planning and organising own work and that of supervised employees within resources and a set timetable.
  • Achieve specific objectives within available resources and timetables.
  • Implement personnel policies and practices, including Equal Employment Opportunities, Occupational Health and Safety and training and development.

INTERPERSONAL SKILLS:

  • Will be expected to write reports in their field of expertise and to prepare external correspondence.
  • Ability to gain cooperation and assistance from other employees and members of the public in the administration of defined duties.
  • Ability to liaise with counterparts in other organisations to discuss specialist matters and within the organisation to resolve intra-organisational problems.

Job Responsibility :

KEY RESPONSIBILITIES AND DUTIES:

Staff Management and Leadership

  • Assist the Manager Operations (in conjunction with Human Resources) with the selection and recruitment of Central Works staff.
  • Provide leadership and manage the training and professional development of staff according to personnel and organisational requirements.
  • Assess the team’s competencies and ensure skill bases meet requirements for achieving strategic and service delivery plans.
  • Provide leadership, support and supervision to all members of the team.
  • Develop Individual Performance and Training Plans for team members and conduct bi-annual reviews addressing performance issues as they arise.
  • Ensure all Human Resource matters are dealt with in accordance with Council’s policies, procedures and guidelines.
  • Provide leadership that fosters a holistic organisational approach that encourages collaboration, team building and knowledge sharing not only within the team, but across the organisation.
  • Facilitate conflict resolution and team building within the Central Works Team.
  • Required to be on call every 4 weeks.

Service Delivery (Capital and Maintenance Works)

  • Manage and supervise maintenance works associated with unsealed roads, sealed roads, civil infrastructure and Parks & Gardens as directed by the Manager Operations.
  • Allocate day to day tasks and plant to the unsealed roads and sealed roads where appropriate, to maximise output when implementing the capital and maintenance program.
  • Supervise unsealed road construction and drainage works to ensure compliance with plans, specifications and good engineering practices.
  • Liaise with the Manager Operations to organise and supervise construction and maintenance works.
  • Allocate day to day tasks for the town maintenance staff within the northern zone.
  • Ensure works assigned to outdoor staff and contractors are constructed in accordance with approved designs, industry standards and within budget.
  • Ensure outdoor staff and contractors commence and finish work at the required times. Includes the responsibility of monitoring lone workers.
  • Ensure outdoor staff and contractors use safe work practices to carry out their duties.
  • Arrange quotations and purchase orders as required.
  • Be an active member of the team that develops the Capital Works Program.
  • Engage contractors and manage contractor compliance obligations in accordance with their contract conditions of engagement.

Plant and Depot

  • Ensure operators maintain plant in a roadworthy condition and in good working order, by ensuring Plant Safety checks are undertaken and recorded.
  • Ensure the depots are secured each night.
  • Ensure outdoor staff are able to account for all tools and equipment.
  • Ensure regular inspection of plant to ensure plant is roadworthy and in good working order.
  • Liaise with the Workshop Supervisor to facilitate the purchase of plant spare parts and consumables as required.
  • Liaise with Manager Operations in the planning of plant purchasing and hire.
  • Ensure the effective and efficient use of plant and equipment.
  • Ensure major services on plant are carried out in accordance with manufacturer’s recommendations and are scheduled to reduce conflicts with other items.
  • Ensure the repair of plant to minimise breakdowns and downtime.
  • Ensure major plant repairs are carried out promptly and efficiently.
  • Be on call to respond to security calls when alarms are activated out of hours.

Road Management and Improvement

  • Regularly inspect roads to ensure field staff are carrying out their maintenance and or construction duties.
  • Arrange for traffic management plans and signage as required.
  • Arrange the supply and delivery of materials for use by outdoor staff.
  • Ensure signs and line marking are maintained in good condition.
  • Assist Asset Operations division in the development of structured maintenance programs and improvement strategies for management of Council’s sealed road network.
  • Assist Asset Operations division in the development of an improvement program on Council’s rural roadside spraying program and managing the spraying contractors.
  • Monitor customer and road user inquiries and coordinate appropriate actions to address defects and hazards on the road network in accordance with Council’s Road Management Plan.

Town Maintenance

  • Ensure applicable parks and gardens, public amenities, including township roadside entrances, are maintained in a neat, safe, hygienic and tidy condition in accordance with Council policies.
  • Ensure recreational reserves are cut and maintained (if applicable).
  • Report and mark items requiring maintenance and repair.

Quarries

  • Undertake the applicable accredited and/or approved WorkSafe training to oversee the management of a quarry (quarries) – E.g. Certificate IV in Extraction Industries (Operations) or equivalent.
  • Ensure all quarries are managed in accordance with legislative requirements.
  • Utilise the handbooks, Working Safely in the General Construction Industry (WorkSafe) and Code of Practice Small Quarries (Earth Resources) to manage compliance obligations and undertake quality assurance activities at sites.
  • Ensure all operational activities are conducted in accordance with the Gravel Pit Management Policy.

Strategic Development

  •  Assist the Asset Operations Division in the application of Council’s Road Strategy for the road network.
  • Participate in the development, implementation and monitoring of policies for application to work practices for Council’s outdoor staff and related management systems.
  • Participate in and contribute to review of Council’s Road Strategy and Road Management Plan.

Personal Protective Equipment (PPE)

  • Responsible for the issuing of the PPE to staff within your team.
  • Responsible for recording and reconciling the distribution of all PPE.
  • Ensure all staff are trained and wear PPE in accordance with Council requirements and manufacturer instructions.

General Responsibilities

  • Respond to calls in radio system and mobile telephone and take action to resolve inquiries.
  • Respond to emergency call outs.
  • Where directed by the MERO, assist with aspects of Emergency Management.
  • Undertake all Dial Before You Dig assessments.
  • Attend relevant training programs as approved by the Manager Operations or Senior Management.
  • Other duties within the scope of the employee’s skills, competence and training as directed.

 Corporate Responsibilities

  • Promote excellence in customer service and in conjunction with the Manager Operations, identify, review and implement strategies to improve service quality and efficiency.
  • Maintain strong team relationships among colleagues and community groups on a formal and informal basis across Council functions.
  • Ensure the security of Council’s property and assets and maintain a commitment to the care of all Council’s property assets.
  • Oversee and ensure Occupational Health, Safety and Risk compliance of the sealed roads maintenance team within the southern zone of the shire.
  • Comply with Council’s policies, procedures, guidelines and frameworks.

Risk and OHS Management / Staff Authority and Responsibility

The following authorities and responsibilities are assigned to the levels of management and staff as shown and are based on those in the Occupational Health and Safety Act 2004.

Works Supervisors

  • Foster a top down risk and safety cultural approach from Supervisors whereby this culture becomes a core value of Council.
  • Ensure all appropriate actions are taken to implement Risk / OHS Management policies and procedures and that the organisation complies with OHS Legislation.
  • Visually monitor and report risk and safety management issues to the relevant employees, contractor and volunteers to address. Rectify risk and safety issues to make the worksite safe. Notify the Occupational Health and Safety Officer of the issues for any follow up and recording on the Councils Risk Register.
  • Monitor risk management performance within your area of responsibility and participate in the development and implementation of the Assets and Operations Directorate Risk Register.
  • Attend Risk and OHS compliance training as directed.
  • Visibly show a proactive commitment to Risk and OHS Management through participation in formal and informal discussions, workplace visits and hazard inspections, etc.
  • Ensure asset related damage, hazard or potential hazards are immediately reported to your manager as soon as practicable.
  • Be an active member if requested of the Risk and OHS Committee.
  • In conjunction with the Occupational Health and Safety Officer, investigate and review all incidents / hazards and near miss reports from council employees, contractors, volunteers and the general public. Constructively develop, action and implement control measures. Sign of on the appropriate Incident Notification Report Form and Hazard Identification and / Property Damage Report Forms.
  • Ensure liaison with employee health and safety representatives, particularly on any workplace changes which have an OHS component.
  • Initiate actions to improve Risk and OHS Management within your area of responsibility.
  • Visually and actively monitor the workplace/Worksite or Contractor to determine presence of hazards and take appropriate action to rectify any hazards found. Notify Management or the Occupational Health and Safety Officer if the need arises.
  • Ensure all employees are inducted prior to commencing employment and that they receive regular training as required.
  • Facilitate the rehabilitation of any injured employee.

Council Assets Responsibilities

Take reasonable care of any council property or assets that you may use, have access to, or have overall responsibility for. Record and report to your Manager, any damage or potential for damage, to property or assets that you may use, have access to, or overall responsibility for. This may include risks such as accidental fire, arson, storm, flood or security.

Every staff member is required to actively participate in the annual performance review/appraisal process with his or her supervisor.

This position description is subject to change from time to time as Yarriambiack Shire Council’s organisation may be developed or restructured. Any such reorganisation of duties shall be the subject of discussion with the position incumbent.

  • As part of Yarriambiack Shire Council’s recruitment and selection process, a Pre-employment medical assessment, satisfactory Police Check and Working with Children’s Check (Vic) is required for this position.
