Position Overview
The Team Leader Corporate Governance and Information Services (TLCGIS) plays a key role in the achievement
of corporate goals as they relate to Corporate Governance and Information Management services and
practice. The TLCGIS ensures that sound governance and information management is implemented, delivered,
embedded and maintained across the organisation in order to promote a culture of good governance and
safeguard effective information management in line with the organisation’s systems, risk and compliance
responsibilities and its corporate objectives.

Key Responsibilities

Corporate Governance and Information Management
  • Ensure the efficient day to day management and operation of the Corporate Governance and Information
Management team utilising effective leadership and people management skills in order to ensure engaged
and motivated staff and the delivery of key business unit outcomes.

  • Drive the development, implementation and review of modern and compliant Governance and Information
management policies and practices in order to deliver ongoing improvements in service delivery, meet
legislative obligations and align with Council and business unit strategic objectives.

  • Lead the maintenance of Council’s policy and process management through partnering with leaders to
monitor currency and adoption of policies and processes to ensure organisational compliance with relevant
legislation and regulations.

  • Provide timely and professional advice to staff and Elected Members that supports the interpretation,
implementation and compliance with, Local Government legislation, statutory obligations and Council
policies.

  • Collaborate cross departmentally on continuous improvement initiatives that enhance service delivery and
drive best practice including the provision of training and development for staff to ensure consistency with
policy and legislation.

Corporate Governance
  • Implement, manage and maintain frameworks, policies and systems that support and underpin the
achievement of the Governance strategy and that reinforce a culture of good governance across the
organisation.

  • Drive the delivery of Corporate Governance service deliverables through high levels of customer service to
internal and external stakeholders of Council.

  • Oversee the end to end management and allocation of delegations, sub-delegations and authorisations and
the subsequent accurate maintenance of the delegations and authorisations register so as to ensure current
legislation and organisation details.

  • Perform compliance activity including undertaking formal reviews under section 270 of the Local Government
Act and investigations under the Public Interest Disclosure Act as a Responsible Officer to ensure compliance
with legislative requirements.

  • Support the Freedom of Information process by providing advice and recommendations based on research,
knowledge and investigation to Council’s Freedom of Information Officer so as to ensure a well-informed,
independent and compliant determination is reached in the best interests of Council.

  • Undertake more complex and contentious compliance investigations and projects to ensure outcome
delivery within established performance timeframes and client expectations.

  • Provide subject matter expertise, advice, training and support to internal and external stakeholders so as to
drive consistent application of compliant governance processes and to ensure Council meets its legislative
responsibilities.

  • Provide support to the Manager Corporate Services as a liaison with the Office of the Ombudsman, OPI,
referral agencies and state Government departments.

  • Identify, develop, implement and deliver governance programs, reporting and initiatives that improve
governance, practices, capacity and capability within the organisation.

  • Coordinate, prepare, facilitate and deliver training as it relates to both Governance policy and practice
across inductions and annual training.

  • Monitor, prepare and provide reports to the Executive Leadership Team (ELT) on key Governance activity and
statistics to ensure the ELT are informed of important matters as they relate to the achievement of
organisational service levels and the organisation’s compliance with legislative responsibilities.

Information Management
  • Implement, manage and maintain the information management strategy and the supporting policies and
processes as they relate to corporate information management so as to ensure efficient and appropriate
management of corporate knowledge, records and information.

  • Oversee the effective and compliant management and use of Council’s Electronic Document Records
Management System (EDRMS) including overseeing and delivering systems administration and maintenance
activity to ensure the EDRMS is in optimal operation at all times.

  • Drive development, system training, support and ongoing enhancement of Council’s EDRMS to ensure
Council is able to meet its information management obligations and to create a productive and intuitive end-
user experience.

  • Ensure high quality training and support services are available to support the ongoing use of the EDRMS in line
with legislative requirements and system changes and improvements.

  • Deliver high quality information management services in a professional and ethical manner ensuring
alignment with best practice principles in information and records management in accordance with
operations and available resources.

  • In line with the strategic direction of Information Management, support the delivery of continuous
improvement initiatives that enable organisational modernisation, productivity and effectiveness.

  • Deliver subject matter expertise, advice and support on management of information assets across corporate
information systems.

  • Maintain awareness of technological developments and emerging trends in Local Government Information
management so as to inform the requirements for improvements to information management systems of use.

Authority, Responsibility and Accountability

The Team Leader Corporate Governance and Information Services is authorised to:
  • Work under general direction and within established guidelines and procedures and exercise initiative and
judgement where procedures are not clearly defined.
  • Perform duties of Governance Advisor pursuant to the Local Government Act as delegated by the Chief
Executive Officer.
  • Make decisions within the scope of relevant legislative requirements and processes.
  • Make decisions which are consistent and meet with Councils processes.
  • Make decisions based on data, knowledge and research.
The Team Leader Corporate Governance and Information Services is responsible to:
  • Ensure all work is undertaken in accordance with relevant legislation and within delegated authority.
  • Maintain compliance with and awareness of all Council/Administrative policies.
  • Maintain compliance with and awareness of all Risk Management systems including Work Health Safety
(WHS), Injury Management and Return to Work to ensure safety and welfare of self and others in the
workplace.

  • Undertake duties as a Worker in accordance with obligations under the Work Health and Safety Act 2012.
  • Deliver a quality customer experience in accordance with Council’s Customer Service Charter.
The Team Leader Corporate Governance and Information Services is accountable to the Manager Corporate

Services for performance primarily determined upon:
  • Achievement of key responsibilities as outlined in this position description to contribute to and support
Council’s Corporate Plan, Annual Budget and Business Plan and Department Plans.
  • Achievement of actions as detailed in Performance Partnering (PP).
  • Relationship with internal and external customers.
  • Achievement of quality, cost effective and timely outcomes of projects and programs.
  • The nurturing and development of a participative environment where staff at all levels are encouraged to
contribute to the development of a productive and rewarding organisation.

Position Competency Profile

Position competency profiles are assessed on an annual basis via a Training Needs Analysis and during
Performance Partnering.

Knowledge and Skills

Specialist/Technical Skills and Knowledge
  • High level knowledge and understanding of Local Government policy
making and legislated and regulated requirements including the
Local Government Act and regulations, Freedom of Information Act,
Public Interest Disclosure Act.

  • Sound knowledge of the principles of risk management as it relates to
the governance and information management of Local Government.

  • High level understanding and sound technical system administration
skills as it relates to information management systems and practices.

  • High level knowledge of the State Records Act and all relevant
General Disposal Schedules.

  • Sound knowledge of Council services, functional responsibilities and
operations across all Council departments.

  • Knowledge of strategic management practices and principles
relevant to governance and information management.

  • Detailed knowledge coupled with the skills to apply best practice
customer service principles.

  • Sound knowledge and high level skills in public speaking, training
development and delivery.

Team Leadership

  • Knowledge and understanding of contemporary Human Resource
Management practices.

  • Sound knowledge and skills relating to the management of day to day
transactional activity pertaining to people management.

  • Sound skills in the planning and scheduling of work and resources in

Qualifications:

in governance support and information/records management.

Experience:

  • Prior demonstrated experience in the interpretation and application of
legislative and statutory requirements.
  • Demonstrated experience in the development, implementation and
continuous improvement of a Governance framework.

Desirable
  • Experience having worked in a politically charged environment within a
political framework.

Licences/Tickets:
  • Drivers Licence (Class C)
  • Criminal History Assessment (Working with Children Check)
  • Child Safe Environment (Mandated Notification) training is essential, or
willingness to undertake training.
