Job description

THE ROLE

The position will work as part of a new team to design and prepare for implementation of a new Victorian Government redress scheme for people who experienced historical abuse and neglect in institutional care (the Scheme). The aim of the Scheme is to provide support and deliver a formal apology to Victorians who were placed in orphanages, children's homes and missions and experienced physical, psychological, and emotional abuse of neglect. It will cover an historical period up to 1990 when children were placed in care for reasons including welfare and safety concerns, economic stress, social disadvantage, being orphaned, having a single parent or parental mental illness.

It builds on support available through the National Redress Scheme for people who experienced institutional child sexual abuse. As part of a co-design process with Pre-1990 Care Leavers (also known as Care Leavers and Forgotten Australians), it will draw on the model of other Victorian and interjurisdictional redress schemes to ensure it is meaningful, healing, and respectful.

The role will work as part of a team to provide support including logistical, financial, and administrative for the design and preparation for the Scheme's commencement in early 2024. It will involve sensitive work in partnership with Pre-1990 Care Leavers including support to undertake co-design and consultation with key stakeholders.

ACCOUNTABILITIES INCLUDE

1. Manage and oversee the full life cycle of projects to meet departmental objectives including:

(a) Leading research, analysis and implementation of complex projects based on defined outcomes and outputs.

(b) Managing and overseeing projects or sub-projects and being accountable for the successful delivery and completion of the projects/sub-projects within resourcing, timeline and budget parameters.

(c) Monitoring and evaluating projects to ensure departmental objectives are met.

2. Provide leadership, guidance and authoritative advice to internal and external stakeholders and prepare and present detailed, comprehensive reports, ministerial briefs, cabinet, and agency submissions on complex matters.

3. Pro-actively build and maintain positive relationships with key stakeholders to facilitate a partnership approach.
