Division:
Surface Transport Emissions and Policy Division contributes to the wellbeing of all Australians by developing and implementing national reforms in surface transport policy and regulation (maritime, shipping, rail and road transport reforms) to achieve efficient, productive, safe, and sustainable outcomes, which are environmentally friendly and enhance Australia's international competitiveness. The Division is responsible for Australian Government engagement with the states, territories, local government, industry and internationally in relation to shipping policy and maritime regulation, road and rail policy and regulation.
Branch:
As an island nation, Australia is enormously reliant on shipping and maritime trade. Over 99 per cent of Australia's freight goods by volume and 80 per cent by value arrive by sea and, as a result, ports are vital assets to Australia's economic wellbeing. The Branch is at the centre of the Australian Government's efforts to ensure the ongoing viability, reliability and safety of maritime transport in Australia. You will be deeply involved across all areas of the Maritime and Shipping Branch and participate in projects and programs that are essential to keeping Australia's maritime connections growing and thriving.
The Branch leads on Australian shipping and ports policy, maritime security, maritime safety and cruise ship policy, maritime trade and digitisation policy, engaging across government and industry on maritime supply chain issues.
Branch is also responsible for coastal shipping and manages the Tasmanian shipping and coastal trading programs as well as regulating international liner shipping services to and from Australia and Shipping tax incentives. We are responsible for the administration of Acts giving effect to Australia's obligations under various international treaties and conventions on maritime safety under the International Maritime Organization (IMO) and supports the Australian Maritime Safety Authority (AMSA) in delivering its obligations under the Australian Maritime Safety Authority Act 1990.
The Branch is made up of four sections who work collaboratively across teams and projects that aim to achieve key Australian interests in the maritime space. You could be involved in:
  • The scoping and development of the maritime single window project, which will streamline maritime reporting to support the wider digitalisation of the maritime sector
  • The negotiation of international Memorandum of Understanding and the establishment of green and digital shipping corridors, to progress the Government's digitalisation agenda
  • Engagement activities with the Department of Foreign Affairs and Trade on maritime issues including input on free trade agreements, international forums, and international trade
  • Advancing Australia's global maritime interests by progressing Australia's positions to accede to IMO conventions
  • Coordinating maritime legislative reform and other initiatives to give effect to Australia's obligations under various international treaties and IMO conventions
  • Delivery of key domestic shipping programs (the Tasmanian Freight Equalisation Scheme (TFES), the Bass Strait Passenger Vehicle Equalisation Scheme) and Coastal Trading
  • The regulation of international liner shipping under Part X of the Competition and Consumer Act 2010 (the CCA), to ensure that exporters and importers have continued access to frequent and reliable liner cargo shipping services at internationally competitive freight rates;
  • The regulation of tax incentives under the Shipping Reform (Tax Incentives) Act 2012 to encourage investment in the Australian shipping industry and development of skills opportunities for Australian seafarers.
  • Establishing an Australian Ports Strategy and managing the New and Redeveloping Ports Framework to ensure a comprehensive national approach to this key transport asset
  • Providing oversight and governance of the Australian Maritime Safety Authority (AMSA), ensuring that the maritime safety regulator is operating within the bounds of its charter and achieving good outcomes for maritime stakeholders.
  • Liaise with and provide input to industry and peak bodies in the maritime space and other government agencies to meet whole-of-government objectives, such as offshore energy production, data, cyber and digitalisation
  • Implementing initiatives arising from internationally agreed IMO conventions
  • Preparing key inputs into Department's Budget submissions, ministerial and executive briefing

This recruitment round may also be used to fill other vacancies in the Surface Transport Emissions and Policy Division.

To be successful in this role at an APS5 level, you will need to demonstrate:

Knowledge of, or a demonstrated ability to obtain knowledge of legislation and the legislative process, including understanding, interpreting, implementing and amending legislation. (Optional - only for legislative related roles)
