About the Port

The Port of Townsville Limited (the Port) has been actively shaping the future of Townsville and North Queensland for almost 160 years. 

Today, we are Australia’s largest port for zinc, lead, copper, sugar and fertiliser. Additionally, we handle more motor vehicles and containerised goods than any other port in Northern Australia. The goods that flow through our ports are grown, mined, manufactured and used to better the lives of more than 800,000 people across a vast catchment area, spanning from Hinchinbrook to the Burdekin and west to Mount Isa. 

On average, more than 7.5 million tonnes of goods, worth more than $11.4 billion, cross our wharves each year. Thanks to our customers, we are one of the country’s most diverse ports, linking more than 30 different commodities to 130 ports in 44 countries. 

The Townsville port is also an increasingly strategic forward mounting location in Australia’s Defence capabilities, as well as an important tourism enabler due to its modern dedicated cruise ship terminal.

About the role and you

The Contract Framework Advisor is responsible for coordinating all contact management framework activity that occurs within the Port by acting as the first port of call for any issues relating to the framework, processes and procedures for the management of contracts.

The Contract Framework Advisor will also provide support to the Manager Procurement and Contracts and the Purchasing Officer with procurement matters and in developing and reviewing any quotation and tender documentation.

  • Provide contract management advice, guidance, and support to Port employees.
  • Provide procurement advice, guidance and support to Port employees and other stakeholders.
  • Oversight of contracts and purchase orders in the enterprise software application.
  • Assist in the development and maintenance of the Port’s procurement plan.
  • Identify and develop goods and service categories and the development of supply arrangements.
  • Maintain all contract management policies, processes, procedures and systems.
  • Provision of Contract related information.
  • Provide probity advice and perform probity advisor role for significant procurement engagements.
  • Any other duties commensurate with level and accountabilities, or as directed by leadership.

Experience you’ll need

To be successful in the role, you will require: 

  • Relevant Diploma qualification in Contract Management, Procurement and / or suitable demonstrated equivalent experience.
  • Current Queensland C Class Driver’s Licence
  • National Police Check
  • Exceptional skills in contract management and interpreting legislation.
  • Demonstrated experience in development of tender and contract documentation for a wide range of procurement engagements.
  • Proven ability in managing contract risk.
  • Excellent verbal and written communication skills, with the ability to interact and influence at all levels of the organisation
  • Advanced computer skills in Microsoft Office Suite (e.g. Word, Excel, PowerPoint and Outlook).
  • Demonstrated experience in an enterprise software application (e.g. SAP, Oracle, TechOne)
