About the role

The primary purpose of the role is to assist in the management of the cost function and the preparation, monitoring and controlling Sydney Water Major Projects project cost plans as approved in accordance with the delegation’s framework. The role provides professional guidance in all aspects of project costs to achieve agreed objectives and best practice in project and contract standards to the satisfaction of key stakeholders. This role will also help ensure a robust and consistent cost management approach for the Major Projects Infrastructure Investment Program, to meet high standards of project cost control, reporting, risk, and compliance management, to support the effective delivery of the program.

Responsibilities include but are not limited to:

  • Responsible for strategic and operational support in delivering the cost management function across Program Delivery (North, West & South regions) to cover all phases of each project from development to construction to operational readiness to commissioning and into revenue generation.
  • Support in providing whole-of project oversight of the approved cost plan reviewing cost control issues with project functional and implementation groups and the contracted providers to add value in providing solutions including any required corrective actions and to ensure the management of project delivery to the highest industry standards, on time and within allocated budgets.
  • Manage the cost management database to actively oversee actual project progress, cost expenditure to ensure project elements are aligned with budgeted costs for decision making.
  • Support Major Projects teams in the adoption of cost-based decision making, analysis and problem solving wherever possible.
  • Support the effective implementation of the Major Projects cost management framework and processes, including contract change management, direct cost verification, commercial risk analysis, budget control and reporting to ensure the aims and objectives of the projects are achieved.
  • Analyse and improve cost management systems, processes, and procedures for effective project cost management.
  • Ensure the cost management systems, processes and procedures are aligned with statutory, legislative, and construction requirements.
  • Provide pre-contracts and delivery phase quantity surveying duties including preparation of cost estimates, support and provide inputs to procurement and tendering, contract administration, variation management and final accounting.
  • Preparation of monthly cost reports to help analyse the project’s current and future performance and cost trends and proactively drive opportunities for cost efficiencies.

About you

  • Bachelor’s degree or equivalent in Quantity Surveying, Engineering, Law, Commerce, or other associated disciplines.
  • Chartered status from a recognised professional body preferred.
  • Extensive proven experience of at least 10 years preparing, managing and controlling complex project cost plans and systems for multi-discipline projects, preferably in major infrastructure or water utility fields.
  • Demonstrated experience in leading a commercial management, estimating or cost control function within a large, multi-disciplinary integrated team and/or alliance.
  • Experience in NEC contract management and administration (favourable but not required) and experience in a range of contracting models.
  • Demonstrated knowledge of cost control methodologies, project appraisal, project planning & budgeting, and project reporting requirements.
  • Experience in establishing and maintaining strong trusted business relationships, particularly in an advisory capacity.
  • Demonstrated experience in resolving complex issues arising from conflicting priorities and agendas involving diverse and complex stakeholder groups.
  • Ability to anticipate, influence and demonstrate to stakeholders what programs and projects should cost, will cost, did cost and why.
  • Demonstrated ability to form strategic relationships with relevant stakeholders to facilitate dialogue about existing risk, compliance, and governance frameworks; inspires confidence in the effectiveness and appropriateness of adopted approaches.
