Job description

The Australian Bureau of Statistics (ABS) is looking to fill multiple vacancies of Data Engineers (including one Functional Analyst) and Senior Data Engineers (including one for Product Development) in the Data Integration Services Branch (DISB) to work in Data Integration Assembly (DIA) and the Data Linkage Centre (DLC). 

About the area

DIA is responsible for maintaining and curating the Person Level Integrated Data Asset or ‘PLIDA’ (formerly the Multi-Agency Data Integration Asset or ‘MADIP’). DIA works closely with PLIDA data custodians to acquire and understand the data in PLIDA. We create integrated data products that researchers can access through the ABS DataLab, and we support researchers in their use of PLIDA data. DIA has a focus on ongoing process improvement and development work to continuously improve the PLIDA data asset for researchers. The section has staff based in Melbourne, Canberra, Adelaide and Hobart offices.

The DLC is responsible for delivering a large work program of person level data linkage projects and maintenance activities for PLIDA and the Person Linkage Spine. Staff in the DLC clean, code and standardise source linkage data, and develop and apply linkage strategies to associate records across datasets. 

About the roles

Responsibilities are varied depending on the individual’s skills, their role and the requirements of their team. All team members are in data operations roles with responsibilities to build and innovate data pipelines, quality stage gates and maintain documentation against agreed specifications.

What we are looking for (selection criteria)

Data specialists at the APS5 level typically have some previous professional experience working on moderately complex data projects under limited direction. These data specialists organise their workflow, make independent decisions and provide advice within their area of responsibility and specialisation. 

Data specialists at the APS6 level typically have considerable previous professional experience working on complex data projects under limited direction, with reasonable accountability and autonomy. These data specialists exercise considerable initiative and judgement and are relied upon to provide advice in relation to complex problems and support and contribute to innovation within the team. These roles involve additional people and project management responsibilities, including developing data capability.

To be suitable for all roles you should have most or all of the following skills, qualities and experience: 

  • Experience working with data using a statistical programming language such as Python, R, SAS and SQL. 
  • Project support and/or management skills and the ability to deliver quality outcomes within a dynamic and complex environment.
  • Conceptual, analytical, and creative skills, including the ability to critically assess complex information and develop innovative solutions. 
  • Oral, written and presentation communication skills including the ability to engage with internal and external stakeholders, and operate effectively in a team. 
  • A commitment to supporting public trust in the government’s responsible use of data, including an awareness of, or ability to quickly understand and apply, data ethics and privacy principles, the ABS legislative framework and ABS data release policies.

If applying for the APS5 Data Engineer (Functional Analyst) role, you will need have demonstrated experience working with team members and stakeholders to gather business and technical requirements, analyse findings and develop documentation to ensure high standards of data integrity and systems functionality.

If applying for the APS6 roles, you will need to have leadership skills and staff management capabilities, including demonstrated experience leading a team and proactively manage competing priorities to deliver quality outcomes.

If applying for the APS6 Data Engineer (Product Development) role, you will need to have the ability to identify value propositions of new data products and have demonstrated experience applying a user-centered approach to the design and development of data products, including an awareness of social license considerations.

The following is desirable for all roles:

  • Knowledge, or applied experience, in agile scrum methodology, project management applications such as Jira or Azure DevOps and cloud-based computing and architecture.  
  • Academic qualifications in Data Engineering, data science, computer science, psychology, statistics, economics, mathematics, or other fields with a strong quantitative component.
