About the Role
We are seeking an experienced professional adept in the world of Development Contribution Plans and Voluntary Planning Agreements (VPAs) to join the City of Ryde. As the Development Contributions Coordinator you will have a unique opportunity to play a pivotal role in managing Development Contributions and negotiating VPAs to support the growth and prosperity of our communities by ensuring that Council gets the best possible outcomes.
In this role you'll provide expert advice and guidance to the CEO, General Managers, Chief Property Officer as well as property, strategic and town planning staff as it relates to VPAs and other development contribution matters within the City of Ryde.
Your highly developed communication skills and knowledge of planning legislation will be vital as you engage with internal and external stakeholders to negotiate and draft VPAs that deliver tangible benefits to the community while supporting sustainable development outcomes. Key to your role is facilitating consultation and engagement processes to ensure transparency and accountability in VPA negotiations as well as the monitoring and evaluation of implemented VPAs to ensure compliance and delivery of agreed outcomes.
You'll also be responsible for managing the assessment and collection of Development Contributions in accordance with relevant legislation and policies. Conduct detailed analysis and review of development proposals to determine appropriate contribution obligations and ensure compliance with statutory obligations.
About You
You are a skilled negotiator with a demonstrated track record of successfully developing, negotiating, and managing complex VPAs and contracts. You bring to this role experience in the management of Development Contributions and possess highly developed analytical skills. In addition to your excellent understanding of the relevant legislation, your sound knowledge of business and project management systems will allow you to develop and improve Council policies and procedures in relation to Development Contributions and Planning Agreements.
In addition, you will also have:
  • Degree level qualification in either urban planning, environmental planning, law, property, economics or a related field or have extensive practical experience in contract management and agreements involving Section 7.11 and/or Section 7.12 contribution plans
  • Demonstrated significant experience in negotiating and drafting Voluntary Planning Agreements
  • Knowledge and understanding of the Environmental Planning and Assessment Act and associated legislation, particularly in relation to Section 7.11 and/or Section 7.12 Development Contributions and Voluntary Planning Agreements
  • Excellent written and interpersonal communication skills including demonstrated ability to prepare specialist reports and to communicate specialist advice on complex matters to a broad range of stakeholders
  • Demonstrated ability to prepare, monitor, and report on budgets, including proficiency in financial management systems.

Your commencing annual salary will range from $135,097 to $150,449 + Superannuation, dependent on your experience and qualifications.
