About Council

The Napranum Aboriginal Shire Council consists of the Mayor and four Councillors. The Executive Management Team is made up of the Chief Executive Officer and five senior managers. The annual budget for the Council is approx. $20 million and there are approximately 70 staff and a population of close to 1000. As reported, the NASC team have achieved exceptional strategic, operational, and financial results throughout the last financial year.

Napranum has become an increasingly prosperous community with modern facilities such as the Mary Ann Coconut library and Indigenous Knowledge Centre, Council office and Civic Centre, QLD Health, and allied health services, Aged and Disability Services including accommodation precinct, supermarket, a war memorial, Water Park and Waterfront development including Café, workshops and many new houses built in the past ten years.

The Role

Reporting to the CEO, you will lead the Directorate to fulfill the strategic vision of Council and enable the community and environment to thrive. Your dedication to unleashing the potential in people will drive your active role in enhancing staff capabilities and customer service to meet the needs of the community.

Ensuring the implementation of plans and strategies that drive Economic Development and promote indigenous, nature based and eco-tourism will underpin everything you do. Reinvigorating the community farm, supporting the community to set up their own small businesses from maintenance works through to arts and crafts will enable increased employment and financial rewards. As a strategic and transformational leader, you will uplift engagement and performance, creating an environment where staff are empowered, productive and thrive under your leadership.

Key responsibilities include fostering innovation, innovative ideas, programs, and strategies, while ensuring a customer-centric approach to service provision that continues to engage, support, and connect the Napranum community. Developing strong partnerships and promoting continuous improvement are also crucial aspects of the role.    

The Person

This opportunity requires a contemporary, strategic, and people-focused leader with proven experience in arts, creative culture, festivals, events, Economic Development, and/or place-making. Your expertise in creating tangible outcomes, fostering partnerships, and effectively leading diverse teams will be invaluable. Sound commercial and political acumen, plus a passion for community empowerment, creativity, and continuous improvement is essential. You understand the pivotal role place making, arts, culture and creativity play in community connectiveness and have an ability to effectively lead your team to deliver these services.

The successful candidate will have demonstrated experience in implementing community based initiatives, managing projects, and achieving results ensuring the aspirations of the Napranum community are effectively achieved. Council is open to candidates from a range of backgrounds, provided you have demonstrable leadership experience in the community sector and have ideally lived and worked in a remote Aboriginal/Indigenous location previously. Whilst a knowledge of local government would be beneficial, more importantly you have the capability to understand and lead the team to deliver outstanding results for the community.

Located only 13kms outside Weipa, which is the largest town on the Western Cape York Peninsula, you will have a shopping precinct close by, access to a range of medical services and clinics and an airport that enables easy access to mainland cities. The community runs alongside the Embley River on the Western side of the Cape and is renowned for its stunning sunsets, fishing, and access to amenities.
