Job description

About the role: 

The Australian Financial Security Authority (AFSA) is responsible for managing the application of bankruptcy and personal property securities laws through the delivery of high-quality personal insolvency and trustee, regulation and enforcement, and personal property securities services. 

The Corporate Services Division is responsible for delivering a range of business and enabling services that support the Australian Financial Security Authority purpose through partnering with business divisions that regulate Australia’s personal insolvency and personal property securities programs. The division provides professional services and leadership that promotes the efficient and effective operations of the agency whilst ensuring compliance with commonwealth legislation, polices and guidelines and promoting integrity, accountability, and transparency. 

Purpose of the Position

As a direct report to the Chief Financial Officer, this position assumes leadership and authoritative oversight of the Accounts Payable, Accounts Receivable, Treasury, and Special Accounts functions within AFSA. It encompasses all aspects of accounting operations, including the design, implementation, and maintenance of operational policies and internal controls tailored to the unique context of the Commonwealth Government. 

Accountabilities

As theAssistant Director Financial Operations, you will: 

  • Lead a Financial Operations Team, overseeing vendor and creditor management, payments, credit cards and treasury while fostering team growth, development and collaboration through effective leadership and mentorship. 
  • Apply advanced knowledge to ensure compliance with governance, legislation, industry standards and best practices while providing accurate information to Stakeholders of all levels and experience. 
  • Oversee the management of all critical financial records to uphold compliance with legislative mandates and AFSA policies, processes, and procedures. This includes maintaining meticulous records and adhering closely to established guidelines, guaranteeing AFSA’s adherence to regulatory standards and completeness for audit. 
  • Provide strategic reporting of Financial Operations data needed for informed decision making, focused on aligning to the strategic goals, and driving sustainable growth. 
  • Oversees operational practices, providing guidance on developing, and implementing best practice procedures and guidelines to foster continuous improvement. 
  • Lead and prioritise the development your team to ensure the consistent delivery of high-quality outcomes, sharing your expertise and providing mentorship. Empowering team members to reach their full potential through a culture of collaboration and continuous learning; fostering an environment where excellence flourishes, driving success within the organisation. 

All duties will be performed in accordance with:

To be successful in this role, you will bring confident communications skills, expertise in Commonwealth government financial frameworks, deep understanding of Financial Operations as well as functional leadership to the finance team.

  • Provides high level advice to staff, management, and clients, develops, and presents persuasive arguments, negotiates more complex, sensitive, and contentious matters and represents the work unit and/or Business Line within and outside the agency. 

Stakeholder Liaison and Management 

  • Manages and promotes collaborative and cooperative interactions across operational areas of the business and external stakeholders to facilitate open communication. 

Qualifications accreditations and experience

  • Knowledge of or experience in Federal Government accounting operations (including Central Budget Management System). 
  • Tertiary qualifications in accounting or finance will be highly regarded. 
  • Working knowledge and familiarity of Technology One products would be advantageous.
