About the role:
Treaty negotiations in Victoria will soon commence. Victoria Police is committed to supporting the Treaty process, which will provide a new foundation and resource base for Aboriginal Victorians to steer issues and decisions that affect their lives.
To coordinate Victoria Police's role in this important work, we have established two positions within the Capability Department – an Executive Treaty Coordinator (Senior Technical Specialist) and a Senior Policy Officer – Treaty. These positions will sit within the team that manages Truth and Treaty and work closely with Victoria Police's Aboriginal Community Portfolio.
The Executive Treaty Coordinator will be responsible for leading Victoria Police's work to support the Treaty process including collaborating across the breadth of the organisation and Whole of Victorian Government to inform Statewide Treaty negotiation positions.
The Executive Treaty Coordinator will report to the Director, Yoorrook Justice Commission Response Taskforce.

As the Executive Treaty Coordinator, your duties will include:

  • providing expert advice on Treaty
  • working as the primary point of contact between Victoria Police and the Department of Premier and Cabinet for Treaty issues
  • leading coordination and response work to Statewide Treaty including developing and testing of Statewide Treaty negotiation positions
  • managing relationships with Executive Command, expert teams and other internal stakeholders within Victoria Police to coordinate advice and authorisation of organisational positions
  • briefing the Chief Commissioner of Police (and Minister, as required) on matters relating to Treaty
  • representing Victoria Police at interdepartmental executive and officer-level Treaty meetings
  • management and supervision of the Senior Policy Officer – Treaty position holder.
As the successful applicant, you will have:
  • experience in working effectively and respectfully with Aboriginal communities and/or peoples in a culturally safe and sensitive manner
  • working knowledge of the Victorian Government's Aboriginal self-determination agenda and the Victorian Treaty process including legislation, policy, agreements and frameworks, or the ability to quickly acquire it
  • confident leadership skills with demonstrated and consistent sound judgment in making and influencing quality decisions, recognising stakeholder needs and tailoring appropriate responses
  • excellent stakeholder management and negotiation and collaboration skills
  • proven experience managing a large and demanding workload in a dynamic environment
  • experience in preparing complex written reports and submissions
  • demonstrated ability to monitor client and stakeholder expectations and effectively manage stakeholder issues to ensure positive outcomes for all parties involved.
Requirements and relevant information:
  • One (1) x fixed term until 30/06/2027, full time position. Part-time or other flexible work arrangements will be considered.
  • This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.
