About the role

The General Manager Corporate Services is part of the Executive Team and will have broad responsibility for all Corporate Service functions (finance, compliance, risk management, IT and office administration) and be part of a small, positive, energetic and dedicated team who are passionate about Rembrandt Living’s vision and mission.  With overall responsibility for all internal financial services, this role will have a more in-depth ‘hands on’ focus on home care financial management and the finances associated with some exciting business development initiatives. With a primary focus on financial management, the GMCS will provide corporate service management functions as well as reports to the Board, CEO and Executive Team in order to support Rembrandt Living’s service delivery. 

Leadership: 

  • As a member of the Executive Team, contribute to the development and effective delivery of the organisation’s objectives; 
  • Provide coaching and education to the Executive Team in the area of business acumen; 
  • Provide strategic and operation leadership for all Corporate Services functions; 
  • Demonstrate lead budgeting and forecasting, financial acquittals and statutory reporting processes;
  • Provide strategic advice to the Board, CEO and the Executive Team; and
  • Contribute to the development and achievement of Rembrandt Living’s overall strategic plan. 

Financial Management: 

In conjunction with the Senior Finance Manager:

  • Oversee and participate in the preparation of the annual budgets for the organisation;   
  • Oversee, monitor and report on financial performance compared to budget and present monthly management reports;
  • Oversee the efficient and effective operation of all financial management systems;
  • Monitor and report on cash and other investments in line with the organisation’s Investment Policy;
  • Support managers in monitoring financial health of their areas; 
  • Prepare long-range forecasts to evaluate financial strength and make recommendations for the improvement and growth of the organisation in particular Home Care;
  • Provide financial analysis and modelling in relation to future projects related to the strategic plan including assisted living and dementia services; 
  • Provide advice on the financial implications and consequences of business decisions;
  • Oversee cash flows within the organisation to meet minimum liquidity levels in accordance with operational and prudential requirements; 
  • Monitor, analyse and report on key annual financial data as assessed against both internal and external benchmarks to assist the Board for future planning and decision making; 
  • Monitor compliance with conditions of the Service Agreements; 
  • Manage effective and timely procurement processes and relationships with key suppliers; and 
  • Approves expenditure within delegation of authority and authorisation of payments.

Statutory Reporting: 

In conjunction with the Senior Finance Manager:

  • Ensure annual statutory financial reports are prepared in accordance with the prudential requirements; 
  • Oversee preparation of other financial reports, statutory returns and acquittals in accordance with legislation and regulations; and 
  • Oversee acquisition and disposal of significant capital items (including vehicle changeovers) in a timely and cost-effective manner. 

Information Technology: 

  • Oversee the efficient and effective operation of all IT systems, ensuring these meet the organisation’s requirements particularly as to security, maintenance and upgrades.

Compliance & Risk Management: 

  • Manage Rembrandt Living’s risk management and compliance program; 
  • Ensure compliance with all applicable regulatory, legislative and procedural obligations, including WHS obligations; 
  • Monitor, interpret and respond to changes to legislation, regulations and other agreements that may impact the organisation; and
  • Report and respond to requests from the Finance, Audit and Risk Management Committee. 

 Other 

  • Contribution to continuous quality improvement through active participation in the Executive Team; 
  • Follows compliance within Rembrandt Living’s policies and procedures including the Code of Conduct and Equal Employment Opportunities; and
  • Acquires and maintains work health and safety knowledge relevant to the workplace and understands all operations and associated hazards and risks. 

Workplace Health & Safety 

  • In accordance with current legislation specific to your job role and responsibilities, all staff are required to become familiar with and work in accordance with the Work Health and Safety Act 2012 (SA), Return to Work Act 2014 (SA), and comply with all WHS responsibilities relevant to your role as outlined in Rembrandt Living’s Work Health & Safety Policy. 

Skills and Experience/Technical Know How

  • Tertiary qualifications in Accounting, Finance or Business Management;
  • Postgraduate qualifications in Accounting (CA or CPA) is highly desirable;
  • Experience in Aged Care is essential, preferably spanning both Residential and Community/Home Care services; 
  • Demonstrated experience in the delivery of financial services and systems to a medium sized organisation;
  • Sound knowledge and experience in payroll and accounting systems; 
  • Demonstrated experience in financial and annual reporting and budget development; 
  • Experience in monitoring and analysing financials and budgets for variance;  
  • Ability to develop and review processes for improvement with excellent organisational skills with an eye for detail;  
  • Proven ability to verify information for accuracy and relevance;  
  • Current police clearance; and
  • Current drivers licence.
