About the Teachers Registration Board:

The Teachers Registration Board (the TRB) is established under the Teachers Registration and Standards Act 2004 (the Act) and the Teachers Registration and Standards Regulations 2021 to regulate the teaching profession.  The object of the Act is, in the public interest, to maintain a teacher registration system and professional standards for teachers to ensure its members are competent, fit and proper to have the care of children.

The TRB is an independent statutory authority, with a dynamic, integrated operating environment of staff less than 32 persons, with flexible leadership and a practical focus on day-to-day implementation, where advancing teacher suitability requires both a cross-agency and team approach between TRB groups.

The TRB employs its own staff and is a public sector agency under the Public Sector Act 2009.  The TRB has entered into an Administrative Agreement with the Commissioner for Public Sector Employment (the Commissioner) and complies with the Commissioner’s Determinations, Guidelines and the Code of Ethics for the South Australian Public Sector.  The TRB adheres to Work Health and Safety requirements, equal opportunity principles and public sector principles. The TRB are committed to creating a diverse workgroup.

The South Australian Public Sector Salaried Employees Interim Award and the South Australian Public Sector Enterprise Agreement: Salaried 2021 governs the employment conditions of employees of the TRB.

Role Description

The Manager, Registration is accountable to the Registrar, TRB, for facilitating the establishment and maintenance of teacher registration systems, to ensure that there are suitable, qualified and competent educators to have the care and education of children. Delivering high level, evidence-based policy initiatives to improve systemic registration practices across all education settings is critical.

This role is offered full time, at the MAS3 Level and for an initial term of 12 months – with a possibility of extension, and is based in the Adelaide CBD.

Role Summary

The key responsibilities include:

  • Providing expert advice, direction and consultation services on strategic and operational policy, procedures and legislative matters to the Registrar in relation to teacher registration and to empower the decision-making processes of the TRB.
  • The strategic and operational management, leadership and coordination of the Registration team through effective decision making and team development to support Board policy and directions.
  • Developing, implementing and maintaining appropriate operational frameworks, plans and management strategies that contribute to meeting corporate objectives and comply with resource allocations.
  • Providing direction and expertise in the development of policies and implementation of TRB guidelines and processes to assess the fitness and propriety of registered teachers.
  • Contributing to high quality documentation relating to a range of complex and politically sensitive matters including co-ordination of Ministerial and Cabinet Submissions.

Selection Criteria

Communication and Interpersonal Skills

  • Highly developed written and oral communication skills, including negotiation and conflict resolution skills across a diverse range of people, and able to utilise empathy and sensitivity as necessary. This includes a cross-cultural understanding, particularly in relation to a diverse range of people with English as a second language.
  • Ability to lead change and continuous improvement processes in a challenging environment.
  • High-level ability for rapid assessment of policy implications and the ability to negotiate changes with senior staff as necessary.
  • Highly competent in the exercise of judgement and implementation of practical solutions including the provision of advice to the senior management on complex and sensitive issues.

 Organisational Skills

  • Extensive experience in leading and managing a unit to meet performance outcomes in a complex environment including monitoring, reporting and analysing the provision of quality services.
  • High-level strategic thinking and problem-solving skills with the capacity to develop and implement policies and procedures to support corporate goals.

 Technical Skills

  • A sound knowledge and understanding of the Teachers Registration and Standards Act 2004 and Teachers Registration and Standards Regulations 2021.
  • Extensive understanding of the teaching profession and the application of the professional standards.
  • Knowledge of current local and national initiatives in relation to teacher registration.
  • Demonstrated experience in the provision of specialist advice to senior/executive levels and representing an agency on cross sector committees/meetings and/or at intra/interstate level.
  • Extensive experience in the preparation and presentation of reports in accordance with legislative and administrative requirements.
  • A sound knowledge and experience in the interpretation and application of legislation pertaining to the registration of teachers, policies, practices and legislative requirements relating to compliance mechanisms, administrative enquiries and grievances.

 Qualifications

  • An appropriate tertiary qualification in Education or equivalent.

Continuous Improvement and Organisational Safety

  • Ability to keep accurate and complete records of core business activities in accordance with agency responsibilities under the State Records Act 1997.
  • A sound understanding of policies and principles relating to equal employment opportunity programs and work health and safety.

The successful applicant will be required to complete a Working with Children Check (WWCC), and a Nationally Coordinated Criminal History Check (NCCHC), the results of which the TRB finds satisfactory prior to being employed.

The TRB will seek a renewed WWCC and NCCHC every five years.
