Job description

Program Background
The Australian Government, through the Department of Foreign Affairs and Trade (DFAT), has contracted DT Global to establish and manage its multi-sectoral facility, Solomon Islands Program Support (ASIPS). ASIPS is the next phase of Australia’s partnership with Solomon Islands, and will provide logistical, operational and administrative support to Australia’s policy priorities and development program delivery in Solomon Islands.
ASIPS works across the Australian bilateral aid program, as well as provides support to the Australian High Commission administrations in Honiara. The in-country ASIPS Facility Support Unit (FSU) operates in a complex and evolving context, providing operational services to enable DFAT to meet its goals and objectives in Solomon Islands. The range of support includes, but is not limited to:
· Procurement and contract management of technical assistance in Solomon Islands and remotely, and support to performance management across all sector programs;
· Provision of support services (including logistics and security management) for Australian Government’s deployees and technical advisers; and
· Strategic advice, management and reporting, including program management (education), infrastructure technical management, monitoring and evaluation, strategic communications financial management and grant management.
· The integration of the cross-cutting issues of gender equality, disability and social inclusion, climate change, indigenous participation and localisation throughout program delivery.

The Role
The MEL Manager oversees the delivery of all aspects of MEL and its capacity development for ASIPS. The position will lead in the implementation of ASIPS’s MEL plan and framework and the management of focused thematic sectors, ensuring oversight and timely delivery of project and sectoral level MEL activities which includes design, data collection, analyses, and reporting.

About You
You will have the following;
· Relevant qualifications preferably in international development, monitoring and evaluation, management, economics and/or governance.
· A minimum of 3 years of practical and demonstrated experience in a role with responsibility for planning and implementing monitoring, Evaluation and Learning for a program or organisation, with responsibility for preparing high quality reports.
· Experience working with development programs and an understanding of program management processes, communication protocols and reporting requirements.
· An understanding of capacity development in international development, program planning and strategies for measuring and evaluating capacity changes at individual, organisational and system levels.
· Demonstrated ability to work with a wide range of stakeholders and to communicate on sensitive topics to support program activities.
· Proven track record in report writing, proofreading and effective communications with an attention to detail.
· Strong interpersonal and communication skills.
· Ability to work effectively as part of a cross-cultural and multi-location team and to ensure effective monitoring of progress and achievements.
· Proficiency with MS Office programs to prepare quality documents and presentations.
Desired Experience and Knowledge
· Experience working on international development programs in Solomon Islands or in the Melanesian/Pacific Islands context, demonstrating cross cultural skills.
· High level flexibility and the willingness to take a leading role in the implementation of change.

Commensurate to the technical knowledge and years of relevant experience
