Job description

Our Federal Government Client is seeking a Business Analyst to be responsible for the Client's Business Capability, Intelligence Division, and manage the business design, development, prioritisation, and implementation of their Intelligence Capability Program including Border Risk Assessment capability projects, identifying and mitigating implementation risks, issues and interdependencies associated with these.

This is an initial contract until 30 June 2023 with possible 1x12-Month extension option. There are flexible working arrangements in place including some working from home which may be considered after commencement. This will be subject to a separate approval process in accordance with the Department's operational requirements and ICT Contractor Working from Home Guidelines, which still requires some time on-site in the office in Canberra at a minimum of 2 days per week. This role requires Australian citizenship at a minimum (to acquire Baseline clearance) and requires the resource to pass an Employment Suitability Clearance prior to commencement.

The Specified Personnel will be responsible for providing the following deliverables including but not limited to:

Assisting with strategic planning, mapping and modelling development;

Working with multiple stakeholder groups with different needs, views and competing priorities;

Identifying and conveying (orally and in writing) the objective of a business need to the appropriate stakeholder level - enterprise, program, operational and project levels;

With business stakeholders, prioritising each business requirement according to its merits of enhancing business efficacy;

In consultation with business and ICT stakeholders, developing innovative solutions to identified business challenges;

Supporting the development of effective working relationships with stakeholders;

Working in and across teams for varying duration to achieve the identified work area outcomes: this may require team leadership and/or technical leadership skills;

Organizing, facilitating and co-facilitating workshops to extract business requirements and defining new or improved business processes;

Defining and documenting new business practices and processes in a consistent and easily understood manner and facilitating the agreement and sign-off of these with appropriate stakeholders;

Assisting with reporting, including having an in-depth knowledge of the report development lifecycle;

Travelling interstate, as required.



The Specified Personnel will also be responsible for producing the following deliverables, including but not limited to:

Business specifications, functional specifications, defect resolution specifications, and technical specifications;

Risk management plans, requirements management plans, use case model and use case specifications;

High level and detailed business requirements documents.



To be successful in this role, you should have the following:

Minimum 5+ years' demonstrated experience as a Business Analyst.

Strong communication skills, both verbal and written.

Excellent organisational and time management skills.

Demonstrated experience running stakeholder workshops and eliciting requirements from stakeholders.

Demonstrated ability to produce high quality documentation of system and business requirements.



Desirable criteria

Experience working in large government organisations.

Familiarity with Department of Home Affairs governance and delivery frameworks or ability to quickly obtain this knowledge.



Due to security clearance requirements for this role, candidates must be Australian citizens who can obtain Federal Government Security Clearances.
