Policy Officer

Role Summary

Responsible for the provision of high-level policy development for the NTCA, the role requires the successful applicant to:  

  • Develop high-level policy that drives the development of a sustainable and profitable NT pastoral sector.
  • Provide support to the CEO and Policy team across a broad array of issues as required. 
  • Liaison with internal and external stakeholders to inform policy research and development. 
  • Advocate policy positions to internal and external stakeholders to drive policy outcomes.
  • Assist the Association in engagement with members requiring intermittent remote travel for extended periods. 
  • Support in the provision of communications materials and regional events as required.

Individual performance indicators

  1. CEO are satisfied with the quality of policy research, analysis and development delivered by the Senior Policy Officer/Manager. 

Measured by annual process of formal feedback CEO.

Weighting: 80%

Assist the management and broader NTCA team in achieving their performance indicators.

  1. Assist the management team to ensure that NTCA has valued relationships with key stakeholders including Government, parliamentarians, and bureaucrats and is viewed as a credible and effective source of policy advice.
  2. Represented the NTCA where appropriate with distinction when interacting with both internal and external stakeholders as described in key interactions. 

Measured by annual process of feedback from the management team and possibly a small number of other internal and external stakeholders.

Key interactions                  

CEO

  • Reports ultimately to the CEO.
  • To provide advice or support in relation to a particular area of policy or project.
  • Provide support when liaising with internal and external stakeholders.


Internal Stakeholders

  • Provide policy advice to internal stakeholders, staff and elected members from the NTCA members. 
  • Advice and interaction will in most cases be vetted by the CEO. 
  • Day-to-day interaction with staff at the NTCA.  

External Stakeholders

  • Advocate NTCA’s agreed policy priorities as well as seek and disseminate information for research and policy development with external stakeholders. 
  • Advice and interaction will in most cases be vetted by CEO.  

Key Responsibilities              

Provide high-level policy research and policy development. 

  • Conduct research to inform policy development as directed by the CEO. 
  • Research includes document discovery and review, including the drafting of internal and external policy discussion papers, submissions, policy summaries and correspondence. 

Coordinate and administer policy engagement with members.

  • Provide coordination and administration of Branch and other meetings of the NTCA membership. 
  • Ensure members are briefed on policy issues and relevant current events.
  • Ensure the flow of information from members to the NTCA staff.

Liaison with internal and external stakeholders to inform and advocate policy research and development.

  • Liaison with internal and external stakeholders to inform policy research and development.
  • Establish and maintain an effective relationship and communication network with key external stakeholders.
  • As directed, advocate NTCA policy priorities to external stakeholders including the Government, Government agencies and Members of Parliament.

Effectively communicate and advocate NTCA policies 

  • Manage and contribute to the preparation of submissions and other contributions to the policy development processes of Government and other external stakeholders.
  • Provide policy advice to Ministers, government officials, parliamentarians and other stakeholders.
  • Represent the NTCA in Government forums and other meetings. • Identify and initiate appropriate media opportunities to pursue the delivery of NTCA’s policy to enhance the Association’s profile.

Represent the NTCA

  • Contribute to strategies and efforts of the NTCA team to communicate NTCA’s issues to the broader community.
  • Represent the NTCA at broader government, stakeholder and public meetings, events, conferences
