Job description

The Principal Procurement and Grants Adviser is a role within Procurement and Grants and is accountable to the Manager, Procurement and Grants for:
• leading procurement and contract development including the application of key principles, practices and policies across acquisition planning, market approach, response evaluation, contract preparation and execution and management phases of a procurement process
• leading reform programs, projects and strategies that drive the achievement of high quality and best practice contracting and procurement operations and service delivery
• providing professional advice, education and consultancy services to senior management and staff across the Department in relation to complex major procurement, grants and contracting matters, projects and issues
• leading the development of innovative procurement and grants policies, systems and processes across the Department.

Key Outcomes/Accountabilities:
1. Provide strategic leadership and expertise for the development, implementation, improvement and review of the Department’s procurement and contract formation.
2. Conduct high level research and analysis of complex, sensitive and strategic contracting and procurement issues and policies.
3. Provide expert and timely procurement advice on appropriate market approaches, including approaches other than tendering, such as direct negotiation, competitive dialogue, reverse marketing and/or supplier development.
4. Apply commercial acumen, supply market analysis and strategic planning to facilitate improved procurement outcomes for the Department.
5. Develop and execute negotiation plans with external stakeholders to realise procurement objectives.
6. Apply high level project management skills to ensure identified projects are completed within timeframes and budget constraints.
7. Apply risk management principles to procurement funding strategies and procurement projects to identify and mitigate risks.
8. Ability to design and execute stakeholder communication strategies to influence, build cooperation and collaboration, increase understanding, facilitate compliance, and deliver on joint projects.
