The PM&C Procurement and Contracts Section has commenced an exciting reform initiative to implement a Centre of Procurement Excellence within PM&C. This initiative will implement an innovative, risk-based procurement service model to be applied across PM&C.This initiative will enable Procurement Advisers to apply their expertise and skills to undertake a range of procurement activities in partnership with business areas and taskforces as well as providing procurement advice, guidance and review. This presents an exciting opportunity for Procurement Advisers to gain an understanding of core business across the breadth of the Department including taskforces working on major events and the implementation of key Government policies and initiatives. This initiative aims to streamline internal procurement processes, create efficiencies, best-practice procurement outcomes and enhance compliance.The Procurement and Contracts Section is dedicated to ongoing investment in professionalisation and capability uplift for Procurement Advisers. The Procurement and Contracts Section is committed to continuous improvement and has a strong focus on enhancing the internal procurement policy, guidance and training available to clients. As part of the Centre of Procurement Excellence initiative, Procurement Advisers will have opportunities to work on policy and training projects. Opportunities to gain qualifications in training and assessment may be considered for the right candidate.What you'll doThe APS6 Procurement and Reporting Adviser in the Procurement and Contracts Section is responsible for delivering a high-quality procurement service to ensure PM&C achieves open, transparent, and accountable procurement and value for money outcomes.They are also responsible for the delivery and coordination of legislative and internal procurement reporting on behalf of PM&C and its portfolio entities. They work closely with internal and external stakeholders using proactive engagement strategies, a range of professional skills to undertake research and analysis, ensure compliance with legislative and Government practices and guidelines to deliver outcomes and provide best practice guidance and training to staff.The APS 6 Procurement and Reporting Adviser will be able to:
  • Provide timely and accurate specialist advice across the procurement life cycle for procurement activities, including supporting procurement planning, reviewing and assisting with procurement documentation including but not limited to Request for Tenders (RFTs) and Request for Quotes (RFQs).
  • Maintain oversight including liaising with internal and external stakeholders to co-ordinate the delivery of legislative and internal procurement reporting requirements including but not limited to Senate Order, Indigenous procurement reporting, and AusTender reporting.
  • Prepare a range of written materials including various reports, briefs, Questions on Notice and outgoing correspondence to external portfolio agencies that may be complex in nature.
  • Promote compliance with procurement policies, connected policies and legislation i.e. Commonwealth Procurement Rules (CPRs), Indigenous Procurement Policy (IPP), Public Governance, Performance and Accountability (PGPA) Act.
  • Effective resource and time management skills including the ability to prioritise own and the team’s competing workloads, meet tight deadlines with a high level of accuracy and attention to detail.
  • Work with independence, subject to limited direction against established priorities, policies and procedures to deliver quality outcomes.
  • Identify problems or issues and resolve or establish treatments to mitigate.
  • Liaise and collaborate regularly with key stakeholders in relation to ongoing and upcoming procurements, managing expectations, building relationships to uphold business partnering services.
  • Contribute to and drive change to achieve innovation and business improvement strategies.
  • Communicate and make decisions that are based on sound professional judgement, evaluating risks which are defensible.
  • Manage workload to ensure focus time, attendance at courses and room for self-development.
  • Represent the section and the agency at meetings and forums and keep up to date with industry.
  • Supervise, mentor and develop staff, including prioritising and managing team workloads.
  • Promote a client focused culture within the team.
  • Perform ad-hoc duties as required.
What you'll bringOur ideal candidate will be a procurement specialist with extensive experience delivering procurement and contracting advice and guidance. You will have the ability to work in a fast-paced dynamic team, build and maintain good working relationship with key stakeholders, possess high-level attention to detail to successfully co-ordinate delivery of legislative and internal procurement reporting outcomes in accordance with Departmental standards.The skills and experience you will bring to the role include:
  • Sound Commonwealth Procurement experience, including but not limited to the Commonwealth Procurement Rules and Procurement Connected Policies or transferrable skills and the ability to quickly acquire.
  • Experience providing procurement advice, for example help desk services.
  • Excellent communication, interpersonal and client service skills.
  • Effective resource and time management skills including the ability to prioritise competing workloads, meet tight deadlines with a high level of accuracy and attention to detail.
  • Experience with Microsoft Word, Excel, and PowerPoint.
  • Sound judgement and decision-making skills.
  • Desirable, Tertiary / Vocational qualifications in Government Procurement e.g. Certificate IV in Government Procurement.
Eligibility

, employees must be Australian citizens to be employed in the APS unless the Agency Head has agreed otherwise, in writing. At PM&C to be eligible for this position you should be an Australian Citizen at the closing date of application, unless exceptional circumstances apply. * The successful candidate must be able to obtain and maintain a security clearance, or hold a current security clearance of an appropriate level.
  • The successful candidate will be assessed through our pre-employment screening checks, such as an Australian Criminal History Check, and will normally be subject to a six-month probation period if new to the APS or has not yet completed their probation period elsewhere in the APS.
