Senior Procurement Specialist

Inland Rail

Inland Rail is a once-in-a-generation project that will complete the backbone of Australia's freight rail network. It will enhance supply chains by providing a transit time of 24 hours or less for freight trains between Melbourne and Brisbane. Inland Rail will connect regional Victoria, New South Wales, and Queensland to markets more efficiently, drive substantial cost savings for producers and consumers, and deliver significant economic benefits. Inland Rail is the largest freight rail infrastructure project in Australia and one of the most significant infrastructure projects in the world.

About the opportunity

As the Senior Procurement Specialist, you will advise and deliver procurement activities for the Inland Rail Program, adhering to procurement policies to optimise value for money and secure best for project outcomes.
This includes executing strategic, complex procurements and mentoring the procurement team in leading practice.

Key responsibilities will include but are not limited to:

  • Advise and influence Projects, Functional program teams and key stakeholders in conducting procurement planning activities to develop Procurement Plans and Strategies.
  • Autonomously conduct all activities required to progress procurements in accordance with Inland Rails procurement process, procedures, and systems to ensure they adhere to fair, transparent, competitive, auditable, and defendable practices.
  • Continually identify and implement improvements to Procurement process, systems, procedures and contracts and effectively manage any change impacts to key stakeholders.
  • Provide effective reporting and transparency on Procurement delivery progress, issues, risks, opportunities, and commercial matters.
  • Coach, mentor and upskill the Procurement team by providing leadership, support, expertise, advice and direction.
  • Foster a collaborative culture and working environment.

About You

To ensure success in this position, applicants will be able to demonstrate:

  • Tertiary qualifications in fields such as procurement, business, commerce, or related discipline or equivalent experience in a similar role.
  • Experience developing procurement strategies and leading tender processes on major projects within a rail, infrastructure, construction, or heavy industry environment.
  • Highly analytical and commercial in your approach with the ability to operate in a fast-paced environment.
  • Understanding of Government legislation, policies, and guidelines.
  • Clear and concise oral and written communications skills and the ability to communicate with and influence all levels of the company, contractor representatives and management.
  • Ability to work as part of a team and to step up, meet deadlines and provide additional support within the team when required.
  • Experience coaching and mentoring teams and delivering continuous improvement.
  • A clear understanding of ethical practices and probity within a government funded project.

Desirable Selection Criteria

  • Demonstrated knowledge of and experience with financial and purchasing systems.
  • Experience working with business stakeholders on a regional and/or global level will be highly advantageous.
  • CI Financials (Technology One) or similar Accounting or ERP systems
  • Tenderlink, Ansarada, or similar Procurement Systems.
