TAFE Queensland also implements the Australia Pacific Training Coalition (APTC) on behalf of the Department of Foreign Affairs and Trade (DFAT). APTC is a centre for training excellence, providing Australian-standard training qualifications and skills across the Pacific and Timor-Leste. As Australia’s key Technical and Vocational Education and Training (TVET) investment in the region, APTC works collaboratively with TVET stakeholders to achieve training delivery outcomes and reforms to national and regional TVET systems.
APTC has country offices in Fiji, Vanuatu, PNG, Samoa, Solomon Islands and Timor-Leste and representatives in Kiribati, Nauru, Tonga and Tuvalu. The Country Offices are supported by a range of services provided from a regional head office located in Suva, Fiji.

Your Opportunity
As the Skills Manager you will be responsible for:

  • Implementing activities identified in the Skills for Sub-National Growth Investment (SNGI) workplans to develop national TVET capability to deliver competency-based skills programs to meet of the needs of labour markets as well as nationally accredited PNG qualifications.
  • Develop and implement activities that include the management, coaching and mentoring of Skills Advisers and partner institution training staff across several Higher Education Institutes (HEIs) including Bougainville Technical College (BTC), Mt Hagen Technical College (MHTC) and Highlands Agricultural College, Mt Hagen, Western Highlands Province.
  • Support APTC’s gender equity, disability, and social inclusion (GEDSI) initiatives to ensure GEDSI is integrated into operations at the campus level.
  • Self-directed and able to work in remote and often difficult locations.
This position reports to the Director Academic and Training, PNG.
This is a temporary full-time opportunity to 31 December 2024 unless otherwise determined.
The position will be based in Port Moresby however the role is require regular travel to various HEIs across PNG, on a rotational basis.
Key Responsibilities
  • Under the direction and guidance of the Director Academic and Training, PNG, develop and implement strategies to assist each HEI to comply with the DHERST standards for nationally registered TVET providers.
  • Manage and lead the Skills Advisers, to undertake TVET strengthening activities as stated in the SNGI workplan.
  • Mentor, coach and support partner institution staff in the development of improved TVET training and assessment delivery and resources by organising formal training, team-teaching, mentoring and/or establishing communities of practice activities with various TVET partners
  • Develop and participate in activities such as industry & stakeholder liaison and work with TVET training organisations to promote TVET reform and capability development in PNG
  • Provide advice regarding local industry demand for skills, qualifications and employment
  • Provide information and reports to support SNGI and APTC’s reporting, strategic communications, planning, monitoring, evaluation and learning (MEL) requirements.
  • Actively participate in staff meetings, vocational networks, professional practice meetings and other activities relevant to the role.
  • Ensure GEDSI objectives and activities are implemented, managed and evaluated across all aspects of program delivery.
  • Report any non-compliance or incidents relating to Workplace Health and Safety (WHS), Equal Opportunity(EO), Fraud and Corruption or any other statutory regulations to the Director Academic and Training, PNG as soon as practical.
  • Participate in briefings covering personal security and responsibilities, medical/health situation, cultural environment, details on APTC objectives, relevant contract obligations and interaction with stakeholders.
  • Undertake other administrative duties directly related to training delivery.
How you will be assessed
The ideal applicant will be someone who has the following key capabilities: * Minimum 5 years extensive experience in a technical and vocational education and training organisation
  • Demonstrated skills with proven ability to manage others; providing leadership, direction, mentoring and/or coaching others, preferably in a culturally diverse context.
  • Willingness and ability to facilitate rather than direct, to provide support and systems to build staff and partners’ confidence and skills to work in an adaptive manner and to work beyond self-interest.
  • Demonstrated experience in conducting and managing projects successfully and support change in a culturally sensitive manner.
  • Demonstrated superior written and IT skills, and experience in preparing management responses, reports and presentations.
  • Demonstrated cultural awareness and sensitivity and proven ability to work with people from diverse cultural and linguistic backgrounds and diversity of age, gender and ability.
  • Ability to work through uncertainty, collaboratively and with creativity to support the achievement of shared objectives.
Personal Attributes
  • Strong commitment to TVET reform and Pacific skills development.
  • Highly developed interpersonal communication skills with proven experience in building and sustaining productive internal and external stakeholder relationships and developing relationships of trust with partners and counterparts.
  • Demonstrated cultural awareness and sensitivity and proven ability to work with people from diverse cultural and linguistic backgrounds and diversity of age, gender and ability.
Highly Desirable Requirements
  • Experience working on an aid funded project, preferably Australian Government, would be an advantage.
  • Experience working in PNG or a remote location would be an advantage.
  • International Skills Training and a relevant vocational qualification.
