Overview

The Senior Technical Writer position reports directly to the Lead Engineer. The Technical Writer contributes to simulation capability by producing the technical documentation which will establish and maintain a library of information that captures the corporate knowledge and baseline data required during the life of ADSTC defence simulation systems. The records support short term organisational tasking and longer term strategic initiatives. The latter includes capability and simulation development.

Scope of Work

Provides specialist record keeping services to BAU, Project and Exercise activities. Scope includes DTEN Production, DTEN Development and CFBL environments in addition to hardware or software implementations in either.

Produces a variety of technical records. Artefacts include, but are not limited to, System Overviews, Project Requirement Specifications, System Requirement Specifications, Technical Change Documents, Rack Diagrams and Operational Concept Documents.

Uses IEEE or other peer reviewed convention for System Requirement Specifications. Advocates the structures more broadly to promote organisational governance and relevance to project implementation teams.

Uses Agile or other peer reviewed methods for Project Requirement Specifications. Advocates the structures more broadly to promote organisational governance and assurance to project stakeholders.

Employs DODAF, TOGAF or other architecture frameworks for diagrammatic consistency, commonality and meaning to select audiences.

Uses Microsoft Office, Visio and other software tools. Extends and configures these applications for technical writing, as needed.

Ensures technical artefacts are fit for purpose. Achieves this by working to agreed standards, timeframes and accuracy whilst maintaining high proofing levels. Will also source and supply additional information where needed to meet business intent.

Draws on technical knowledge and professional relationships to locate information. This includes interrogation of hardware devices, query of software sources, searching Configuration Management Data Base records and collaborating constructively with peers.

Supports ITILv3 practices in the workplace with technical documents as process inputs, outputs or both.

Applies organisational policy, process and procedures to all work. Seeks direction from supervisors where these impact work completion.

Manages technical literature libraries, including document scope, content and version control. Enforces version control through process application and notation as a priority.

Classifies and records technical media in Classified Document Registers in accordance with DSPF policy. Stores and handles media in the same way.

Calls on Microsoft SCCM and Linux Satellite system management suites to provision, configure and update approved DTEN SOEs. Documents revision to the same.

Provisions Corporate and Domain Services. Resources virtual infrastructure using VMWare tools, images server instances and monitors resource utilisation. Investigates application performance or user access issues and reports using prescribed systems.

Provisions Simulation Services. Resources this virtual infrastructure according to specification, tests before hand off to simulation teams.

Authorities, Delegations and/or Secondary Duties
The Senior Technical Writer has the following additional authorities, delegations and/or secondary duties:

Participate in equipment disaster recovery /business continuity planning and testing;

Carry out ad hoc request from internal and external stakeholders;

Document internal procedures to assist in day to day operations;

Promote a collaborative working environment;

Conduct basic troubleshooting and rectification of faults/issues with PC’s, printers, applications, and AV equipment and perform basic network connectivity troubleshooting;

Conduct basic setup, maintain and support of client desktop workstations/laptops for both software and hardware;

Assist ADSTC IT Team Lead staff with technical projects as requested; and contribute to the maintenance of all network activities, system operations, databases and network security within the ADSTC and remote locations.

Part 2 – Position Criteria and Personal Qualities
Specific Criteria

The following specific criteria apply to this position:
Essential:
Appropriate qualifications in an IT related discipline (collection of relevant industry certifications, Vocational Diploma and/or Tertiary degree); and,

An understanding of the ITIL service management framework and processes.

Ability to multi task and adapt to change quickly

Ability to work alone, or as part of a wider team

Self motivated with the ability to work in a fast paced working environment

Ability to write clear documentation

Be an Australian Citizen and be eligible for a defence security clearance

Desirable:
Defence background would be advantageous but not essential

Personal Qualities
The Senior Technical Writer works under general direction and uses discretion in identifying and resolving complex problems and assignments. The Technical Writer usually receives specific instructions and their work is reviewed at frequent milestones. The Technical Writer must be capable of determining when issues should be escalated to a higher level. The Technical Writer:

interacts with and influences project team members and has working level contact with customers and suppliers;

performs a broad range of work in a variety of environments and applies methodical approach to problem definition and resolution;

understands and uses appropriate methods, tools and applications demonstrating an analytical and systematic approach to problem solving;

demonstrates effective communication skills;

contributes fully to the work of teams;

undertakes scheduled work in accordance with service management tool requirements; and

absorbs and applies technical information and work to required standards.

Security Prerequisite
It is a prerequisite that the Technical Writer has a security clearance of NV1 on commencement and an ability to upgrade to NV2.
