The Opportunity:
As a Wharf Officer, you will play a pivotal role in managing the day-to-day operational activities at the Port of Newcastle (PON) within the Marine & Operations department. Operating with minimal supervision, you will contribute strategically to various areas, including Wharf Operations Services, Policing Acts and Regulations, Launch Driving, and support in achieving the Marine & Operations team's target outcomes.
Your responsibilities will involve overseeing the safety, security, and environmental compliance of wharf activities, vessel and cargo operations, vehicular traffic, and participating in various port-related services.
This role operates on a 7-day, 24-hour rotational shift basis to maintain the Port's operational efficiency. This is a 0.85FTE relief position.
Key Responsibilities:
Wharf Vessel Services:
- Monitor and coordinate the correct positioning of vessels during berthing
- Instruct vessel crews on secure moorings and safe access placement
- Arrange ancillary services promptly and maintain a comprehensive shift log
- Operate computer systems for vessel information and update arrival and cargo details
- Report any damages occurring during berthing to the Senior Manager Operations
Wharf Operations Services:
- Contribute to 24/7 security at the port, including vessel Declaration Of Security
- Inspect fencing and security gates during patrols, reporting any damage promptly
- Enforce PON policy on illegal entry into wharf areas
- Ensure authorised access to Port areas, issuing temporary permits, and monitoring traffic control regulations
- Report damage, vandalism, and suspicious behaviour to relevant authorities
- Maintain cleanliness of wharves and storage areas
Dangerous Goods & Environmental Management:
- Process checklists for ship notifications/permits issued by Port Authority of NSW
- Monitor conditions adhered to by vessels and stevedores, providing required documentation for compliance
- Maintain a watch on all working areas and berths and report any pollution to the Senior Manager Operations for investigation
Launch Driving:
- Drive PON launches conveying personnel and equipment
- Perform routine checks of navigation marks and report failures
- Skilfully and safely drive vessels for accurate positioning during buoy placement and towing
Perform Duties on Dredger (Relief):
- Operate dredging equipment and perform routine maintenance tasks
- Respond to contingencies such as fire, oil spillage, and salvage
- Undertake navigation bridge duties under the direction of the Master or Mate
Experience and Qualifications:
Essential:
- Attainment of Maritime Security Identification Card (MSIC)
- Current Driver’s Licence
- Coxswain Certificate
- Competency in the handling and maintenance of small vessels
- General understanding of overall port operations, including operation of ocean-going vessels, port service vessels and wharf operations in order to provide service to customers
- Demonstrated competency in the safe mooring and unmooring of commercial trading or cargo vessels
- Effective oral communication skills and ability to write accurate reports
- Demonstrated sound computer and administrative skills
Desirable
- Certificate of Local Knowledge for the Port of Newcastle
- Experience in a maritime port environment
- Thorough knowledge of Corporation's wharves and surrounding areas
- Knowledge of Acts and Regulations pertaining to Port operations such as Dangerous Goods Regs, Marine Pollution Act and WH&S Act.
- Previous seagoing experience
- Understanding of Corporation's Incident Response Plan and "standing orders" for relevant Operations and Infrastructure Division function
- Understanding of PON’s Marine Oil Spill Response Procedures
