The successful applicants will work within Benefits Policy Branch to support the effective delivery of policy advice to the Minister for Veterans' Affairs and Defence Personnel, Commissioners, Senior Executives and service delivery teams primarily on policy issues related to the work of the branch. They will have the opportunity to contribute to the development, design and implementation of new policy proposals and measures announced by Government, working across DVA and with partner agencies to ensure policy intent is delivered.
To be successful, an understanding of, and experience with, interpreting legislation is required. Additionally, Policy Officers may need the ability to contribute to the work undertaken by the other areas of the department as needs arise.
The successful applicant will need to demonstrate the following skills and qualities to carry out the role:
  • sound written communication skills, with the ability to develop writing in a policy context and capacity to contribute to high-level written advice, briefings, papers, submissions and correspondence
  • sound verbal communication skills, with the ability to contribute ideas and work as part of a team to manage relationships with stakeholders
  • flexibility and capability, to adapt to changing priorities and tight timeframes
  • well-developed data literacy, including the ability to analyse basic data
  • ability to support an environment that encourages a willingness to adopt participative workplace practices in line with policies of WHS, Workplace diversity and the Australian Public Service Values, Employment Principles and Code of conduct.
  • previous policy experience is desirable.
Duties
In accordance with the principles of workplace diversity, Work Health and Safety, participative work practices, the APS Values and Code of Conduct and under general direction, duties include:
  • interpret legislation relating to veteran and family benefits, and contribute to the provision of accurate, timely advice to delegates of the Commissions, the Minister for Veterans' Affairs and Defence Personnel, and other stakeholders on a range of Benefits Policy issues
  • analyse research, data and insights from service delivery and elsewhere to understand the veteran family experience and outcomes
  • provide briefing support to the Secretary, Senior Executive and Commissioners on relevant issues
  • assist with the planning and implementation of new Government policies, such as Budget measures
  • assist with legislative change processes related to legislation reform and new policy measures
  • manage relationships with internal and external stakeholders to achieve policy outcomes
  • contribute to, and produce, a range of artefacts, including internal and external communication documents, Ministerial correspondence and briefing materials for a range of audiences
  • contribute to strategic planning and project management relating to Benefits Policy activities
  • contribute to the work of the wider division, as required.
  • for roles in the New Initiatives team, undertake modelling of the financial impacts of new policy proposals.
Eligibility
  • Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS).
  • All applicants external to DVA offered employment will be required to successfully undergo a pre-engagement screening check, even if they have a security clearance. The screening check is conducted in accordance with the Australian Government Protective Security Policy Framework requirements.
